Executive Director

Forum for Democratic Libya (FDL) and New Libya Foundation (NLF) will be conducting a merger in the Spring of 2014, resulting in one new civil society organization. The new organization will leverage the experience and capacities of FDL and NLF, while responding to what the founders see as the most critical component of Libya’s successful democratic transition and development; the inclusion and empowerment of citizens in the decision making process.

The merger was also driven by the need for increased collaboration across Libyan civil society, and the drive to build strong institutions with the operational capacity to run effective, efficient and sustainable projects. An unexpressed but central objective of the organization is to actively build it’s institution and teams to both support the projects which it implements, and to embody the process by which we believe Libyan institutions should operate; building people and institutions in parallel with projects.

 

 

The FDL and the NLF are two of Libya’s most effective, and well-established civil society organizations seeking to engage Libya’s grassroots for “bottom-up” approach to progress 

Job Summary

The Executive Director will be responsible for implementing the strategic vision of NCSO in partnership with the board of directors through strategic planning, organizational management, fund development, public relations, and program development and implementation. Main Tasks & Responsibilities

1. Strategic planning

1- Develops and leads the strategy of the organization within the broad context of the local and national landscape by using performance measurements to guide strategic and operational decision-making.

2- Takes a leadership role in driving a collaborative process with the Board of Directors, staff and members that would result in the development of goals, objectives and operational plans for the organization.

3- Oversees preparation of the annual budget and other necessary financial documents. Provides information and justifications for Board of Directors in its budgetary review and approval process.

4- Cultivates a strong partnership with the Board of Directors in setting policies consistent with the mission of the NCSO organization.

2. Organizational Management

1- Leads, coaches, motivates and develops staff so that they are passionate about the mission of the NCSO, take full pride in their work, and are committed to working effectively toward continual improvement as one team.

2- Ensures the organization has diverse staff with skills appropriate to the needs of the position through people management activities including hiring, separation of employment, ongoing staff development, performance management, and review of compensation and benefits.

3- Ascertains that employment policies are adhered to in all employment practices and partners with the Board to implement changes.

4- Ensures that organization has the appropriate systems, physical space, and technology to operate efficiently and effectively.

5- Oversees the development of an organized, consistently run and safe environment.

6- Oversees NCSO registration and other legal procedures.

3. Fund Development

1- Manages all fund development activities, including grant writing, cultivation and stewardship of donors, event planning, and identifying new funding sources. Actively seeks and maintains a diverse donor base of individuals, businesses, foundation and government sectors.

2- Builds long term relationships with key donors.

3- Leads organization's financial growth in order to maintain a healthy cash flow, provide full services to constituents and maintain adequate reserves to support board-approved investments and risk-taking.

4. Public Relations/Advocacy

1- Promotes NCSO’s visibility and welfare through participation and membership in community forums, civic organizations and activities that are aligned with the NCSO’s mission and vision.

2- Develops a strategic marketing plan that provides a clear and concise message telling the organization's story. Oversees the execution of marketing and media relations.

3- Represents NCSO in all media relations by participating in interviews, developing press releases and all other media type engagements.

5. Program Development and Implementation

1- Is updated on and fully informed of the latest political, economic and social developments in Libya in order to propose and implement successful projects in line with the NCSOs objectives.

2- Oversees and supports the development, design and delivery of program initiatives, assuring that the goals and objectives are aligned with the NCSO’s overall strategic plan.

3- Oversees and supports the administrative components of all program services, including contract negotiations, contract and grant reporting and contracted work

4- Provides for quality assurance monitoring of all NCSO programs, assuring correction of any deficiencies in program services.

Required Qualification

 Minimum of Bachelor degree preferably in Business Administration or Social Sciences,

 Preferred BA, PM, or Public Policy or Public Administration

 More than 5 years’ experience in management preferably in NGO

 More than 3 years of experience in leading Finance and/or administration operations

 Strong business and financial skills

 Good ability to identify and implement key strategic initiatives and drive to closure

 Excellent managerial skills and drive to lead and manage the team, acumen towards creating strategic initiatives related to profitability measures

 Strong project management abilities

 Fluency in English and Arabic

 Expert level in MS office

 Ability to communicate and act effectively on executive level

 Strong listing comprehension and prospective taking skills
