Program Manager

Forum for Democratic Libya (FDL) and New Libya Foundation (NLF) will be conducting a merger in the Spring of 2014, resulting in one new civil society organization. The new organization will leverage the experience and capacities of FDL and NLF, while responding to what the founders see as the most critical component of Libya’s successful democratic transition and development; the inclusion and empowerment of citizens in the decision making process.

The merger was also driven by the need for increased collaboration across Libyan civil society, and the drive to build strong institutions with the operational capacity to run effective, efficient and sustainable projects. An unexpressed but central objective of the organization is to actively build it’s institution and teams to both support the projects which it implements, and to embody the process by which we believe Libyan institutions should operate; building people and institutions in parallel with projects.

 

The FDL and the NLF are two of Libya’s most effective, and well-established civil society organizations seeking to engage Libya’s grassroots for “bottom-up” approach to progress 

Job Summary

The Program Manager (PM) will work with the NCSO to identify projects that advance the mission of the NCSO, assist in writing proposals, team recruitment, resource procurement, will lead in the implementation of the project and ensure project deliverables are met in accordance with the project proposal and within the proposed budget and timeline. The PM will manage project staff, such as a Project Officer, Project Coordinator, and other support staff. The PM will work with the NCSO management and project donors to account for project spending, report on project activities, measure outputs, and produce final project evaluation report and recommendations.

Main Tasks & Responsibilities

HR and Finance Managment

1- In collaboration with the HR Manager, assist in the development of job descriptions, recruitment process, and propose relevant and timely development opportunities for the NCSO team members

2- Provide mentorship and coaching in support of the ongoing development of the project management team.

3- Identify and evaluate all resource needs for the project with the HR Manager.

4- Prepare project feasibility study.

5- Control project budget.

Project Managment

1- Assist the Proposal Writing Department in preparing project concepts and proposals. Ensure each project follows the NCSO vision, mission and values

2- Oversee the implementation of all projects and coordinate the activities of all project teams

3- Ensure coordination and communication between NCSO and other international actors engaged in Libyan programs.

4- Manage project team to ensure projects are being executed in accordance with goals, timeline and budget.

5- Manage and seek to prevent any conflict between team members or project groups

6- Communicate with all stakeholders of the program as well as the individual projects if exist on a regular basis

7- Identify processes and procedures for improvement

Logistics and Administration

1- Prepare overall project implementation plan

2- Conduct research into all legal issues regarding the project

3- Document all program events and milestones 4- Collaborate with the Executive Director, Public Relations Manager, and staff to implement successful activities , build wide networks, and engage in public forums to increase the visibility and credibility of the NCSO projects.

Required Qualification

 Bachelors Degree, preferably in the Social Sciences

 Preferred; Master in Business Administration, Project Management, Public Policy, International Affairs, or Public Administration

 At least 5 years’ experience in running and managing projects.

 Experienced in managing projects in the Middle East or North Africa.

 Preferred; Experience managing projects on a National Level in Libya

 Strong interpersonal and communication skills, including active listening, comprehension, and perspective taking

 Excellent managerial skills (equitably and efficiently applying processes)  Ability to interact and coordinate with a variety of stakeholders and manage simultaneous projects in a fast-paced environment

 Excellent ability to identify and implement key strategic initiatives and to lead in the successful execution of such initiatives.

 Excellent project management abilities (project planning, implementation, monitoring and reporting)

 Fluency in English and Arabic

 Excellent knowledge of MS Office, and/or MS Project
