Human Resource Manager

New Libya Foundation (NLF) and Forum for Democratic Libya (FDL) will be conducting a merger resulting in one new civil society organization to begin operating in the Spring of 2014.


The NLF has a mission to build the capacity of Libyan civil society, while FDL works to promote a culture of democracy in Libya. The new civil society organization resulting from the merger has a mission to: “To ensure citizen’s active participation with decision makers to create a process of governance that is vibrant, empowering, representative, and responsive”. 

The new organization’s objectives are: 

1) Building the capacity of Libyan CSOs toward advocacy and public outreach 

2) Identifying needs, hopes and desires of citizens through public outreach, dialogue and research 

3) To draft public policies which reflect the hopes, needs and desires of the citizens. 

4) Advocacy of public policy. 

This new organization is affectionately referred to as “the NCSO”, or “New Civil Society Organization”, as we are in the process of building the organization, and have yet to select a name.

The FDL and NLF are seeking to build an exceptional team of local and international professionals that are both skilled in their profession and very passionate about supporting Libya through a successful democratic transition.

The team we bring together in the months will be the co-founders of the NCSO. Their contributions will be critical in determining the NCSO’s success, and civil society’s ability to contribute to the transition process. 
Therefore, applicants will be ready to invest in the mission, and able to successfully perform the duties they lead in. 

 

 

 

 Job Summary 


The NCSO Human Resource Manager (HRM) will work with the management team and the board of directors to create the NCSO team policies and procedures, and to recruit and support the growth of the NCSO team. The HRM will design and implement human resources activities, such as the recruitment of qualified and promising team members, compensation, labour relations, benefits, a comprehensive training, coaching and mentorship program, and employee services and activities to ensure the enhancement of team member engagement, performance levels and strong team values and identity. 
Main Tasks & Responsibilities


1. Management and Plans


1- Work with the Executive Director (ED) to develop a Human Resource (HR) plan that considers immediate and long-term employment and team-building requirements. The plan should focus on the recruitment of suitable team members, and investment in the team through team building, training, mentorship and coaching.
2- Develop and maintain a human resources system that meets the needs of management and team members.
3- Develop a mechanism to regularly communicate with all team-members of the NCSO to proactively ensure that team members are compliant with all policies and procedures, team needs are addressed, and suggestions are considered. 
4- Support the effort to build continuity and relationships between internal and external parties period. Create and  implement policies that  earn the trust and support of staff and partners.
5- Ensure all NCSO policies and procedures reflect the values and vision of the organization.
2. HR Management

1- Recruit NCSO team members. Develop comprehensive job descriptions and qualifications/competencies. Advertise available positions, review applications, shortlist qualified candidates, interview candidates, hire and contract with top qualified candidate.
2- Implement recruitment activities to create access to talent.
3- Administer payroll and maintain employee records.
4- Monitor team member performance through targets created with the team members and indicators as determined by contractual duties. Prepare for and assist management in conducting regular performance reviews. Prepare quarterly performance reports. 
5- Develop and implement policies to create thriving and consistent working conditions, such as performance management, equal opportunities and disciplinary procedures.
6- Prepare employment contracts, end of contracts; arrange insurance/medical check-up for all staff.
7- Supervise proper registration of staff attendance/ maintain NCSO leave record and balances for all staff.
8- Advise the ED on HR policies in accordance with law and general practices in Libya.
3. Personnel  Development

1- Create and implement a comprehensive human development plan, including regular training, coaching, and mentorship.
2- Select appropriate team members to attend conferences, workshops, or speaking engagements the NCSO is invited to attend. 
3- Propose and prepare regular team-building activities and events. 
4- Create recognition opportunities for exceptional team members. 
5- Ensure the NCSO policies and procedures support a safe, positive, responsive and consistently improving environment. 

Required Qualification 


Bachelor degree, preferred Masters  in HR management or Business Administration or Public Administration
At least 5 years of professional experience across all HR disciplines, including employment, benefits, compensation, employee relations, training and development, workers compensation and conflict resolution.
Preferred; experience working with a non-profit community services corporation. 
Skills and Competencies 

The ability to conduct TNA (Training Needs Analysis) for the whole organization.
Excellent time-management, problem-prevention and problem-solving skills 
Strong ability to understand complex environments
Strong interpersonal and communication skills
Strong negotiation skills
Excellent knowledge of the Libyan labor laws
Excellent Knowledge of HR  management, monitoring and reporting
Excellent managerial skills to lead and coach the team
Good project management abilities
Fluency in English and Arabic
Expert level in MS office 
Ability to communicate and act effectively on executive level
Ability to implement policies and procedures consistently, and equally.
