Financial Manager

New Libya Foundation (NLF) and Forum for Democratic Libya (FDL) will be conducting a merger resulting in one new civil society organization to begin operating in the Spring of 2014.

The NLF has a mission to build the capacity of Libyan civil society, while FDL works to promote a culture of democracy in Libya. The new civil society organization resulting from the merger has a mission to: “To ensure citizen’s active participation with decision makers to create a process of governance that is vibrant, empowering, representative, and responsive”. 


The new organization’s objectives are: 

1) Building the capacity of Libyan CSOs toward advocacy and public outreach 

2) Identifying needs, hopes and desires of citizens through public outreach, dialogue and research 

3) To draft public policies which reflect the hopes, needs and desires of the citizens. 

4) Advocacy of public policy. 

This new organization is affectionately referred to as “the NCSO”, or “New Civil Society Organization”, as we are in the process of building the organization, and have yet to select a name.

The FDL and NLF are seeking to build an exceptional team of local and international professionals that are both skilled in their profession and very passionate about supporting Libya through a successful democratic transition.

The team we bring together in the months will be the co-founders of the NCSO. Their contributions will be critical in determining the NCSO’s success, and civil society’s ability to contribute to the transition process. Therefore, applicants will be ready to invest in the mission, and able to successfully perform the duties they lead in. 

 

Job Summary

 

Financial Manager has the responsibility for the development and implementation of NCSO’s financial strategy in aligmnet with the Executive Director. He/She will be responsible for providing accurate and timely financial information to form the basis for analysis, and decision making at the top management level. Core objective is to coordinate all the finance functions and funds  in such a way that NCSO can achieve its strategic goals. The secondary objective is to ensure all spending is accounted for, and made available for public review via the NCSO website and other means.

 

Main Tasks & Responsibilities

 

1.      Financial Management

 

  1. 1-  Propose NCSO’s overall financial strategy to the Executive Director and BOD
  2. Implement financial strategy and manage all financial risks
  3. Manage collection and processing of all financial information to support decision making and the budgeting and planning process
  4. Ensure that all financial systems are meeting the requirements of the NCSO Bylaws, and donor conditions.
  5. Ensure the NCSO is compliant with all tax regulations.
  6. Manage all aspects of accounting, procurement, inventory and regular audit of the organization.
  7. Coordinate the preparation of NCSO annual budgets.
  8. Work with the Proposal Writer and Program Manager to produce project proposal budgets.
  9. Ensure that there are enough funds available to the NCSO to execute activities, and supervise the relevant reports and transactions (cash reconciliations, funds requests...).
  10. Overall relations with banks, including opening and closing accounts, and negotiation of conditions
  11. Authorize and oversee procedures and controls over petty cash
  12. Ensure financial records are maintained in compliance with NCSO, and Federal policies and procedure
  13. Resolve accounting discrepancies and irregularities
  14. Preparation of bank reconciliations for all the bank accounts and present them to Executive Director for approval
  15. Preparation of support documents e.g time sheets, contracts, vouchers. Prepare financial reports in liaison with field offices and ensure that all financial reporting deadlines are met.

 

2.     Accounting and Reporting:

 

  1. Steer financial reporting, planning and analysis
  2. Supervise program budgets. Follow up using relevant reports to identify relevant/expected implementation discrepancies
  3. Supervise payments of expenses executed by the Delegation (team), ensuring they fulfil NCSO Regulations.
  4. Ensure that the expenses executed by NCSO Delegation (team) in Libya are allocated to the relevant program
  5. Ensure proper accounting of all project transactions in the NCSO relevant tools.
  6. Ensure proper preparation of Financial Statements, cash books, list of expenses, bank accounts reconciliations, etc. in accordance with NCSO requirements.
  7. Submit financial reports and send the relevant financial supporting documents in accordance with NCSO requirements to the NCSO board

 

3.     Administration and Procurement

 

  1. Manage overall relationship with NCSO and other relevant authorities
  2. Ensure systematic filing/documentation of office.
  3. Supervise staff payroll process to ensure accuracy, and timely distribution.
  4. Advise NCSO on finance policies in accordance with law and general practices in Libya.
  5. Supervise the overall logistics, purchases, equipment procurement, IT services and maintenance
  6. Ensure that NCSO is purchasing its required goods in the most efficient manner, and in-line with actual business needs
  7. Ensure the distribution and inventory of purchased goods within NCSO is in-line with accounting standards

 

 

 Required Qualification

 

·       Bachelors Degree in Accounting

·       Preferred; Masters in Business Administration or Economics, specialization in finance and accounting.

·       More than 5 years experience in finance, financial strategy, accounting and procurement

·       More than 3 years of experience in leading Finance operations.

 

 Skills and Competencies

 

 ·       Expert knowledge of international accounting standards and the Libyan accounting legislation

·       Expert knowledge of accounting, internal accounting and cash management

·       Expert knowledge in budgeting and risk management

·       Expert knowledge of procurement policies and processes

·       Excellent analytical abilities

·       Strong interpersonal and communication skills

·       Expert negotiation skills

·       Expert management skills

·       Strong business and financial skills

·       Strong project management abilities

·       Fluency in English and Arabic

·       Expert level Excel.

·       Good problem- solving skill.

 

  • Proficient level in Access, Word and Power point
