Project Accountant

Chemonics International, a top implementor of USAID projects, seeks qualified staff to join our team in implementing USAID’s Libyan Public Finance Management (PFM) III project. PFM III will work with Libyan government counterparts to improve budgeting, planning, and overall management of public finances to improve service delivery to Libyan citizens at a sub-national level.

The Accountant will be responsible for a wide range of administrative, financial, contractual, and reporting responsibilities for the project. The Accountant is responsible for overall day-to-day management of project finances. Accordingly, the Accountant will maintain an efficient and effective financial structure to support the project, will review on an on-going basis and, with the concurrence of the Team Leader or designee, amend the structure to reflect changes in project conditions.

 Responsibilities:

  • ABACUS Accounting Software. The Accountant will be required to master all routine processing aspects and features of the ABACUS accounting software used by the project office. Tasks and responsibilities include, but are not limited to:

    • Account Code Assignment – Acquire a solid understanding of project Chart Account codes, and be able to assign codes to transactions with a high degree of accuracy.

    • Bi-Weekly Reconciliation – On a bi-weekly basis, reconcile ABACUS-generated reports with source documents, e.g. cash books in spreadsheet format with supporting documentation, from all project offices.

    • Monthly Reconciliation and Reporting – On a monthly basis, reconcile ABACUS-generated reports with cash on hand and bank balances. Generate month-ending reports for review by the Team Leader or designee, making corrections as needed, and for generation to Chemonics’ Home Office.

    • Supporting Documentation – For all transactions, ensure that good, audit-proof original supporting documentation is provided. The supporting documentation must be organized and collated, fully legible, easy to comprehend, with each transaction thoroughly described in English language.

    • Track and Clear Advances – Track all advances and ensure that they are cleared in a timely and thorough manner. If an advance becomes delinquent, identify such and report it to the Team Leader or designee.

    • Cost Categories – Gain a solid working knowledge of all project cost categories, and stay fully abreast of all amendments. Be able to identify and assign unbillable transactions to the project account codes.

  • Accountant will be responsible for all project bank payments:

    • Prepare all bank payments on day-to-day basis.

    • Document/check all incoming and mainly outgoing money.

    • Manage all banking activities (collect correspondence, statements and account printouts; write disposition letters, control interest occurrence, provide Chief of Party or his designee with daily information on bank accounts, inquire on transactions on the Chemonics accounts).

  • Tax reporting. The Accountant shall be responsible for reporting to state tax authorities and collecting VAT information and obtaining VAT reimbursements.

  •  Reporting. The Accountant shall report any activity that does not appear in accordance with company, project or Government policy, guidelines or standards to the Chief of Party or his designee. Such reporting shall be done in writing to ensure that an official record is kept for auditing purposes. Unless directed by the Chief of Party or his designee, the Accountant shall not take corrective action on his/her own without written instruction.

  • Ad Hoc Assignments. The Accountant will perform any other financial tasks assigned by the Team Leader independently which are consistent with his/her qualifications, this Scope of Work and the general requirements of the project. Provide any other administrative tasks assigned by supervisor to ensure efficient and smooth support to the project.

  • The Accountant shall perform other tasks as directed by project management.

Qualifications:

  • College level academic training in accounting, tax, economics or a related field resulting in a recognized degree or certificate.

  • At a minimum, four years previous experience in a similar finance management and reporting position in terms of job task and responsibilities outline above. *Preferably two years experience with a foreign organization and one year with a USAID/USG-funded project.

  • Internet working knowledge, experience in using accounting software, as well as widely utilized work processing and spreadsheet programs.

  • Demonstrated initiative and self-motivation in handling all assigned tasks. Only minimal supervision of the Accountant’s activities should be required from the Team Leader or Operations Manager.

  • Typing speed of 50 words per minute required.

Position is open for Libyan nationals only. Pay level will be negotiated on an individual basis.
