Human Resources and Administration Assistant Ref: LY002

The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than thirty countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the Red Cross/ Red Crescent and NGOs in Disaster Relief. 

 

As part on an integrated Libya-Tunisia programme, Danish Refugee Council and its human security unit, the Danish Demining Group (DDG) have worked in Libya since August 2011 on a range of issues which affect the lives of Libyans, asylum seekers and migrants.  Some problems, such as the widespread presence of Unexploded Ordnance and Small Arms stem from the recent conflict during the Revolution which ended in October 2011.  Others, such as the precarious situation of migrants and asylum seekers who have travelled to Libya from other countries have a much longer history.  DRC and DDG currently have programmes in the greater Tripoli area and in Sabha in southern Libya. The focus has changed from emergency response to building durable Libyan capacity which can support the rights of communities and vulnerable individuals to live in safety and dignity.

Duties and Responsibilities

Personnel

1. Maintain the personnel filing system, including update of all paperwork

2. Track contract dates and extensions for national staff

3. Track staff leave

4. Record all absences of staff on a daily basis

5. Collect and check all staff timesheets to ensure they are complete, signed and correct

6. File all staff timesheets every month

7. Prepare correct and timely pay roles for national staff to the HR/Admin Officer

8.  Prepare induction schedules and induction packs for new staff

 

Recruitment

1.  Receive and register all job applications in a safe manner

2.  Contact short listed candidates to arrange interviews on the HR/Admin Officer’s instructions

3.  Facilitate all aspects of job interviews – venue, refreshments, anything required for a test, etc.

Administration and Other

1.  Notify the HR/Admin officer about public holidays that are not on the office schedule

2.  Booking of air tickets and hotel reservations

3.  Renewal/Lodge applications of Libya/Tunisia visas for international staff

4.  Ensure Libya work permits for international staff

5.  Create a detailed inventory list for “Country HQ” office in Tripoli and update this every month; conduct annual physical inventory check

6.  Help prepare training events in Tripoli

7.  Ensure the Guest House has necessary supplies, e.g. drinking water, gas etc

8.  Perform general clerical duties, including photocopying, filing and mailing

 

Reporting to:

·         HR and Admin Officer

 

 

Qualifications

·         Preferably a Master degree in Human Resources / Business Administration. Alternatively a Diploma in Human Resources/ Business Administration with some experience;

·         Some experience from the Human Resources and Administration Department in an NGO or private company is an advantage;

·         Fluency in Arabic and English;

·         Knowledge of the MS Office package, especially Word and Excel,
