Accountant

The Libya Transition Initiative (LTI) program is seeking an Accountant based in Tripoli.

 

LTI project is funded by the United States Agency for International Development (USAID), through a contract with Chemonics International.  The project supports the transition from the Qadhafi regime to a free and democratic Libya by supporting civil society, strengthening local and independent media outlets, and augmenting interim government authorities. The Accountant based in Tripoli is a member of the Tripoli finance team. The Accountant reports to the Finance Manager.

 

Specific Duties and Responsibilities:

 

·         Maintain a proper accounting department, checking the project’s internal control system to ensure that the policies and procedures are being adhered to including:

·         Handle vendors’ and suppliers’ accounts including invoices, general ledger maintenance, journal entries and account reconciliation. Carry out correct and timely payments to vendors and service providers. 

·         Prepare checks, receipts, journals and working/tracking papers as needed;

·         Review all accounting records for accuracy and legitimacy;

·         Verify and ensure completeness of supportive documentation for payments prior to Finance Manager and/or Operations Manager’s review and the Chief of Party’s approval; ensure all financial documentation is both filed in hard copy and scanned and saved in project digital files.

·         Ensure compliance of leases and other agreement prior to issuing payments

·         Enter data into the accounting system (ABACUS).

·         Responsible for maintaining fully supported accounting records and files and updating records as necessary.

·         Maintain confidentiality of financial records.

·         Analyze and control project’s cash flow, including reviewing and tracking cash balances daily, preparing wire transfer request and after approval submitting it to Home Office, analyzing cash in safe needs in Tripoli, review of satellite offices in Sabha and Benghazi cash needs.

·         Prepare payroll on monthly basis, ensuring compliance with local laws including  appropriate tax withholdings, prepare statutory monthly and annual reports for Libyan Tax Authorities, issue salary payments, and prepare necessary forms.

·         Participate in weekly and monthly cash count in Tripoli. Prepare weekly and monthly the cash reconciliations for the Tripoli safe, review weekly and monthly cash reconciliations from Sabha and Benghazi offices and after OM’s review and COP’s approval, submit them to HO.

·         Prepare monthly bank reconciliations for all project accounts and after OM’s review and COP’s approval, submit them to HO.

·         Under Finance Manager’s supervision maintain ABACUS accounting software

·         On the last working day of each month review all financial transactions in ABACUS. Submit monthly project locals to the PMU on the last day of the month.

·         Supervise petty cash management, including verification and review of petty cash payments for accuracy and legitimacy, and reconciliation of remaining cash whenever replenishment is required.

·         Track sub ledger balances, including receivable accounts for individual staff ensuring that outstanding travel advances are settled before issuing new advances.

·         Supervise and review expense reports.

·         Ensure accurate and timely payments of all project’s lease agreements and subcontracts.

·         Prepare letters, correspondence, requisitions and other forms of documents of consequence to be signed by the management.

·         Other duties as assigned by management.

 

Requirements and Qualifications

 

·         Advanced studies in relevant field, such as accounting, commerce or business administration, or equivalent experience.

·         A minimum of at least two years of experience in accounting and administrative support.

·         Knowledge of Libyan tax regulations is strongly preferred.

·         Experience administering a payroll is strongly preferred.

·         Detailed knowledge of USAID rules and regulations required, OTI experience strongly preferred

·         Demonstrated working knowledge of accounting systems and software applications, to include: Quickbooks, MS Word, MS Excel and other basic computer applications. Knowledge of ABACUS is strongly preferred.

·         Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently.

·         Ability to work in a professional and cordial manner with colleagues, visitors and the general public.

·         Fluent Arabic is required, English fluency is required.
