Human Resources and Admin Officer

Position Title: Human Resources and Administration Officer

Reporting to: Head of Finance and Administration (HoFA)

Duty Station: Tripoli, Libya

Area of Operation: Tripoli

Employment Period: 6 months extendable

Introduction

DRC has been operational in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict affected population. These include IDPs mainly on the north western coast line west of Tripoli, refugees in Tunisia taking shelter in the Shousha camp, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent on the legal and illegal migrants and stateless populations in Libya. DRC/DDG has its head office in Tripoli and field offices in Zarzis (Tunisia) and in Sirte and is opening an office in Sabha. Sabha is located 800 km south of Tripoli and is a central transit point for migrants and is home to large numbers of minority groups and stateless populations.

Human Resources and Admin. Officer Overall Objectives

The HR Admin. Officer in Tripoli will be responsible for the management of Human Resources and administrative operations in Tripoli and support the HoFA in managing and delivering an efficient and effective Human Resource and Admin. service across all projects and field sites. This includes implementing, monitoring and following-up across all Human Resources and Administrative tasks to ensure that DRC’s standard policies and best practice is followed.

Human Resources and Admin. Officer Specific Objectives

  • Ensure the management of Human Resources and Administration of the operation and provide guidance, advice and support to all program and field sites and the financial staff in those locations as necessary or as requested.
  • Ensure that DRC’s policies, systems and guidelines are implemented, used and adhered to.
  • Travel within Tripoli and to DRC office sites when requested providing advice and assistance on all Human Resources and Administrative matters as required.

Responsibilities and Tasks

Human Resources

  • To assist the HoFA and Project Managers in the recruitment process of national staff including but not limited to preparing ToRs in Arabic, advertising posts, shortlisting, interviewing, recruiting and briefing.
  • To advertise ToRs in a range of forums and short list applicants as requested by the HoFA
  • To prepare, file and follow up all contracts of employment for national staff of the Libya program. 
  • To organise, file and update all the human resources documentation such as staff lists, job descriptions, CVs, contracts of employment, leave requests, attendance lists and any other documents related to HR management.
  • To prepare the payroll and payslips on a monthly basis. 
  • To prepare and submit documentation for income taxes plus the solidarity, Jihad tax, social security and stamp duty plus any other legal requirements.
  • To track and report monthly on staff leave and attendance sheets.
  • To assist in defining the staff training plan and assist in organising training sessions
  • To assist in the process of performance evaluation of staff.
  • To advise the HoFA on changes to Libyan Labour Law and organisational compliance with the law

Office Administration

  • To administrate the office, by managing in-box and out-box letters, writing letters, answering the phone, collecting mail, and ensuring a proper maintenance of the office.
  • To ensure stationary and supplies are in available in the office.
  • To prepare, file and follow up contracts with suppliers of services.
  • To represent DRC in external meetings and engage with local authorities.
  • To manage travel-related tasks such as booking of fight tickets and taxis, arranging accommodation and processing visas to DRC staff.
  • To translate to and from Arabic to English as requested.
  • To take minutes of coordination meetings.
  • Any other duties related to the nature of the position as instructed.

Essential Qualifications, experience and competences

  • At least 3 years’ experience in a similar position in Libya
  • Libyan national, preferably resident in Tripoli if not, should be willing to relocate to Tripoli on long-term basis
  • Strong communication and interpersonal skills, with excellent written and spoken English
  • Confident and proficient in the use of MS Office (particularly Excel and Word)
  • Experience of establishing strong working relationships with colleagues from different functions and cultures
  • Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines
  • Experience of proactively identifying and addressing issues
  • An understanding of and commitment to DRC’s mission and values
