Human Resources Officer

NGO founded in 1993 and headquartered in Paris. Its activities range from emergency relief to development projects. In 2006, ACTED implemented 160 projects in 18 countries spread over Africa, Central Asia, Europe, Latin America and the Middle East.

ACTED is currently looking for one qualified candidate Human Resources Officer position in city of Tripoli – Libya to support its programs.

Human Resources Officer Position
Gender: Male/Female
Duration: 6 months (with the possibility of extension)
Location: Tripoli , Libya
Date of issue 21-July-2015
Closing date: 30 July 2015
Starting Date: ASAP.

Responsibilities
I. Administration/Liaison
 Draft/prepare all administrative letters;
 Prepare all Administrative Documents such as internal notes, regulation, memos etc;
 Follow & Prepare letters/documents in order to solve all ACTED requirement with governmental offices and NGOs;
Follow up of Legal-related issues, in the Country
 Ensure compliance of ACTED to legal requirements of the country;
 Management of ACTED premises lease & ensure contract are updated and renewed for each premises;
 Ensure that ACTED offices work in accordance with ACTED Management Guidelines and the Labour Code of the country.
II. Human Resources Management
II. I. National Staff:
Supervision of staff in Capital Office & ACTED bases in country level;
Management of public holidays & keeping informed all bases/staff.
 Control & checking attendance sheet of staff and arrangement of monthly (Titanic) report for salary payments;
Ensure all staff have comprehensive ToRs;
TERMS OF
Follow up of staff appraisal form with relevant department managers;
Ä Management of Award and or disciplinary action to staff as per ACTED HR Manual.
Ä Management/Follow up of staff leaves, provide necessary forms for staff, while needed;
Ä Review monthly over time based on relevant supporting documents.
Ä Follow up of ACTED HR standards templates in line with ACTED HR Manual/internal regulations
Ä Update and maintain Area office Organization Chart in accordance to the size of program (new staff, new dept. & new projects)
Ä Day to day supervision of Capital’s staff.
Titanic Follow up
III. I. National Staff:
Ä Titanic Monthly Report Follow up:
· Titanic reports to be sent to Tunis office for salary payment not later than 28th of each month;
· FATS and Leave follow up to be sent to Tunis on a monthly basis.
· Hard copies of every HR documents (Time sheets, overtime, leave form,...) to be sent to Tunis on a monthly basis
Ä Review and update the national staff grade, salary & position to be in accordance with country approved salary grid;
Ä Organize bases visit to cross check Admin/HR documents & review the HR system on quarterly basis to ensure transparency and accuracy as well as sub base proper set up, if security situation allows;
Ä Ensure all translations of Human Resources documents
IV. Recruitment:
IV.I. National Staff Recruitments:
Ä Prepare vacancy announcements for National staff and follow the recruitment process as per monthly Titanic report planning;
Ä Cross check with Finance to ensure budget is available for new recruitments;
Ä Ensure that ToRs are prepared by line manager prior to release the vacancy announcement;
Ä Ensure that all CVs will be reviewed by relevant dept. prior short listing;
Ä Prepare a comprehensive/clear short list for successful candidates to attend for Interview(s)
Ä Ensure to collect all necessary documents of applicants as indicated in ACTED HR Manual;
Ä Ensure to check successful candidate “Reference Check” prior to offer the position;
Ä Draft employment contract for staff and collect all information required for contract. (ID card, photos, identification information, “recruitment package” etc.)
V. Filing:
V.I. General Filing:
Ä Create Standard ACTED Admin/HR filing system (include official correspondences, premises contracts, governmental tax follow up, recruitment process documents etc);
Qualifications:
Qualified candidates must have:
• Degree/ Diploma in Business administration or relevant .
• Human resources / administration experience (at least one year)
• Computer knowledge is a must (MS – Applications like Excel, Word …etc.).
• Perfect command of English language (Writing, Reading and speaking) is a must
• Ability to meet deadlines and respect of time frame.
• Ability to work under stressful conditions.
• Knowledge of administration rules and regulations.
• Minimum of 1 years of progressive working experience with other NGOs.
