HR & Finance Assistant

JOB SUMMARY:

The Finance & Human Resources Assistant is responsible for the day to day human resources activities and financial activities  of the field sites, makes sure that IMC National Staff Policy & Procedures are being complied with as well as ensures that all financial and administrative requirements are process in due time in compliance with IMC’s financial policies and procedures

 

The tasks include and are not limited to;

 

Human Resources/Accounting

 

1)   Responsible to keep an organize filing system of staff’s personnel records (contracts, timesheets etc.) to ensure immediate availability of them for quick reference

2)       Prepare the local staff contracts, contact extensions, service agreement etc. as needed

3)       Make sure that all recruitment documents i.e. FSR, job advertisement, job interview evaluation etc. are completed and kept in the file

4)      Prepare job vacancy advertisement and organize the interview schedule of candidates

5)      Prepare staff leave report (vacation leave, sick leave etc.) on monthly basis and ensure that the approved Request for Leave (RFL) are kept in employees respective files

6)      Follow up staff evaluation which should be done in due time and records are kept in employees respective personnel files

7)      Prepare staff’s payroll and ensure that information entered in the system are in accordance with the timesheets

8)      Ensure that staffs timesheets are prepared correctly in accordance with the attendance sheet

Accounting

1)       Prepare and process payments to staffs, suppliers, contractor, etc.

2)       Ensure all supporting documents attached to the vouchers are available and in accordance with IMC’s financial  and procurement policies and procedures

3)       On daily basis encode/enter the field financial transactions into Cost Point

4)       Monitor and report any outstanding operational advances to Senior Finance & HR Officer to ensure an appropriate and timely liquidation of them

5)       Maintain an organize filing system of vouchers to ensure the immediate availability of the documents

6)       Follow up with the staff the outstanding operational advance taken from petty cash fund

7)       If necessary, assist the program staff or logistic staff  in clearing their advances taken from petty cash fund

8)       Ensure all invoices and receipts which are attached to the payment vouchers are with stamped “PAID”, sequentially numbered and properly coded with project and account number

9)       Check the accuracy, authenticity and completeness of all supporting documents attached to the voucher  prior to release of payments

10)   Update the Cash Transaction Journal (CTJ) and Bank Transaction Journal (BTJ) on daily basis

11)   Perform the physical cash count of Petty Cash fund and ensure to report the daily cash balance to Senior Finance & Admin Officer

12)   Prepare the monthly cash reconciliation report of Tripoli office to ensure cash are balance with the CTJ & cash count   

Administrative tasks in day to day activities

1)       Perform the monthly scanning of documents related to human resources such as contracts (regular or service agreement)  timesheets, etc. to be included in monthly scanning for submission to IA Split Croatia

2)       Perform other tasks assigned by immediate supervisor

3) Responsible to keep an organize filing system of all finance documents from the field to ensure immediate availability of them for quick reference

4)       To do monthly scanning of vouchers and send them to IMC Split in due time

5)       Asssist Senior Finance & Admin Officer in preparing files for internal and external auditor whenever required

6)       Perform other tasks assigned by Supervisor

 

QUALIFICATIONS: (Training/education/experience/physical demands required; provide 6-8 requirements)      

 

 D  Degree within human resources management, organizational development, labor relations or a related field of study

2)       1-2 years work related experience in an NGO is an asset

3)       Fluency in English required

4)       Good computer skills required

5)       Strong organizational skills

6)       With ethical, integrity and honest behavior

 

7)       Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationship both within and outside IMC
