Collection Focal Point

As part of the wider humanitarian response to the Libyan crisis, ACTED and its partner REACH Initiative currently conduct a periodic update of the assessment on the humanitarian issues in Libya, including Internally Displaced People (IDP) protection and shelter issues.

In order to carry out these periodic updates, ACTED and REACH rely on the information coming from different local stakeholders and inhabitants, active in different sectors of Libya’s economic and social life and from the services providers.    

Under the direction of REACH’s Information Officer, based in Tunis, and with supervision from ACTED’s senior management staff in Libya, the Data Collection Focal Point will be responsible for supporting Local Crisis Committees in developing a network of reliable sources of information through training and guidance throughout the whole process and to ensure that the results of interviews are properly processed for further analysis.

In order to do this, the Data Collection Focal Point will receive an in-depth training of trainers and will be responsible for passing the acquired knowledge to the LCCs members involved in the action.

Functions

The Data Collection Focal Point will work within a team dedicated to conducting assessments at field level, both directly and through the mobilization of the Local Crisis Committees, in close cooperation with Local Authorities, community leaders and other stakeholders.

The Data Collection Focal Point will be responsible for the following:

 

  1. ·     Actively participate in a Training of Trainers held in Tunis on data collection techniques and protection related    issues;
  2. ·        Support the development of an existing network of information resources;
  3. ·        Activate said network through direct visits and phone interviews;
  4. ·        Collect data through a mobile tool;
  5. ·        Train Local Crisis Committees’ members in data collection and IDP related protection and shelter issues;
  6. ·      Support and tutor the trained LCC members in carrying out data collection and in sharing it with the        Information Officer in a timely and organised fashion;
  7. ·          Participate in debriefs with the Program Manager and the Information Officer    
  8. ·          Ensure protection principles are upheld at all times while gathering data, and ensuring and respecting the confidentiality, privacy, and if necessary, anonymity of survey participants
  9. ·          Participate in the drafting of activity reports.  

 

Professionalism and Personal Qualities

·          Knowledge and experience

  •          Fluent in both spoken and written English and Arabic essential.
  •          Computer skills: Word, Excel.
  •         Experience in training of adults highly preferred.
  •         Previous experience working on humanitarian programs preferred.
  •    Previous experience conducting quantitative or qualitative social research will be considered an asset.
