Terms of reference for the recruitment of a trainer   Preparation and delivery of training on citizen journalism/blogging And media production skills 
      Civil Initiatives Libya (CIL) is a training and capacity building programme implemented in Libya since January 2012. It aims at supporting the Libyan civil society by increasing opportunities for civic and political participation. CIL is currently implementing a project focusing on support to youth civil society organisations in Libya including capacity building activities. Those activities will be implemented within the frame of cooperation between SIDA (– Sida contribution number 54030360 – “Supporting the civic and political participation of youth in Libya” (2013-2015), also known as “Youth Programme”) and UNESCO (NET-MED youth project).     Civil Initiatives Libya is inviting training providers to submit offers for the following batches:

  Objectives: Global objective is to strengthen the capacity of youth civil society organisations in Libya to promote youth issues across decision-making and policy. Specific objective is to support the expression of Libyan youth through enhanced citizen journalism, blogging and involvement in the production of multi-media content.  

Location and time Schedule: Tripoli.  Mission 1 will last 3 days starting on the 24th ofJanuary 2016.   Mission 2 will last 2 days starting on the 27th of January 2016.  
Requested services: 
Batch 1: Preparation and delivery of a training programme for about 20 participants with modules including key sessions topics as citizen journalism best practices and ethical issues. Citizen journalism is an essential tool providing opportunities for various stakeholders to have a say in decision-making processes, but young activists do not necessarily know how to take advantage of the media. Thus, the training will strengthened participants’ skills in order to relay information on the issues that affect their country and communities.   Batch 2: Preparation and delivery of a training programme for about 20 participants. The trainees will be taught how to become involved in the production of multi-media content. Thus, the training will introduce tools available so that young activists can begin to use citizen journalism as a mean to report stories important to them in addition to blogging their own experiences.  
Target audience: Twenty activists between the age of 18 and 30, belonging to UNESCO NET MED network.  
Language: The trainings should be delivered in Arabic language. All reports are to be written preferably in English.    


  • Diploma:  journalism, communication, creative media production, media and cultural studies or related fields (qualifying experience may be accepted in lieu of the advanced degree in related fields).
  • Experience in participatory training is required.
  • Language: Arabic. English is an asset.


Expected results for each training: ·         Instructional objectives, expanded outlines of modules and a description of training method are drafted
  • Structure and material are prepared (Agenda, power point presentations, exercises, hands-out, evaluation form…).
  • High standard training is delivered for a total of about 20 participants.
·         Evaluation of the trainees is made
  • 1 final report describing all activities implemented including recommendations or comments is written.
