I.                     Background on Civil Initiatives Libya

Civil Initiatives Libya (CIL) is a training and capacity building programme implemented in Libya since January 2012. It aims at supporting Libyan civil society by increasing opportunities for civic and political participation in Libya.

CIL is currently implementing a project focusing on support to youth civil society organizations including training and grant awarding activities implemented within the frame of cooperation with EU, SIDA and UNESCO.

CIL is currently looking for a qualified staff to fill the position of Project officer in Sabha.

 

II.                  Responsibilities

The Project Officer’s responsibilities include:

®     A grant monitoring component consisting in:

-          Overseeing application process to successful award,

-          Providing the applicants with all the necessary information,

-          Maintaining up-to-date and accurate database of proposal and reporting due dates,

-          Carrying procurement on behalf of the grantees in accordance with CIL Logistics procedures guidelines and memos,

-          Assisting in compiling logistics and program supporting documents as assigned,

-          Remaining informed of upcoming deadlines and ensuring on-time and follow up of all granted projects,

-          Liaising on a regular basis with all the grantees and serving as liaison between youth civil society organizations receiving grants and CIL

-          Assisting in preparation of reports to ensure donors’ reports are complete, timely, and accurate.

-          Working closely with program, finance, logistics and communication departments

For these specific responsibilities the Project Officer will liaise with and work under the supervision of the Youth Programme Manager.

 

®    A training/capacity building component consisting in supporting the programming and the delivering of trainings and capacity building activities (which includes any kind of events organised by CIL or by local CSOs) in the training center or out of the training center (conference rooms, premises of the partners organisations, etc.). This includes:

-          Assisting the TC Manager in programming and organising training activities

-          Interacting with local CSOs, in and outside the training center in order to identify needs and new ideas for trainings and capacity building activities;

-          Networking at local level in order to identify relevant partners and potential local trainers that can be included in CIL training programmes;

-          Supporting potential local partners in drafting training programmes and budgets that may be covered by CIL;

-          Liaising with the relevant Programme Manager and Finance department for the organisation of “decentralized” trainings (training programmes and budgets are to be approved before to be delivered);

-          Ensuring that relevant Memorandum of Understanding or contracts are signed with the partners (templates are provided by CIL);

-          Advertising the trainings and events in cooperation with the Communication Department and ensuring the selection of the participants (if relevant)

-          Facilitating the organization of the training and events and to assist the trainers (when requested)

-          Ensuring that each training delivered by CIL or in cooperation with other partners is evaluated by the participants (by using CIL training evaluation template).

-          Drafting systematically  “News in brief” (5 lignes + photo) about the trainings and events and submit these news in brief to the Communication Department

-          Contributing to the weekly and monthly report that are to be finalized by the TC manager and send to the Project Development officer.

To that end, the Training Officer will work under the supervision of the different Programme Managers and communicate regularly with the Financial Department and the Communication Department. The Training Officer will liaise on a daily basis with the TC Manager for the programming and organisation of trainings and events and inform him/her about all his/her activities.

 

 

 

III.                Qualifications

Bachelor’s degree in related field required.

Previous experience in training.

Previous project management experience with minimal supervision required.

Knowledge of logistics procedures required.

Knowledge of grants processes appreciated.

Ability to exercise initiative, problem-solving and to maintain strictest confidentiality.

Ability to establish and maintain positive and cooperative relationships with colleagues, CSOs, grantees and institutional partners

Excellent computer skills, particularly Microsoft Office, required.

Arabic and English mandatory.
