Legal Experts for GNA (Government of National Accord) x 2 positions    

Place of Performance

Home-based, (later to GNA office in Tripoli),- with travel to Tunis, Tunisia on missions

Travels: Three visits anticipated to Tunis for five days each - total of 15 days

Contract Duration

120 days spread over 6 months – retainer contract (average 20 days a month)

GENERAL FUNCTIONS

Our client is looking legal experts to support the GNA in matters related to legal issues. In close collaboration with Presidency Council and overall guidance of our client the expert will perform the following tasks:

  • Direct research and analysis on issues of relevance to the implementation of the Libyan Political Agreement (LPA) including providing legal advice related to all aspects of fulfilling the agreement by the GNA.

  • Conduct legal analysis and research on various legal matters.

  • Provide advice on different legal issues and assist in drafting legal opinions, memoranda and other legal documents.

  • Be actively involved in preparing different acts and legal submissions and draft the authoritative legal opinions.

  • Conduct legal research by utilizing various resources and selecting the relevant material to analyze the legal information.

  • Assist in reviewing the legal material and any other relevant documents and to identify the most important issues that need to be sorted out on a priority basis.

Products and summary report of Consultant's activities to be approved by our client

 

·         Assist in reviewing the legal material and any other relevant documents  

·         Monthly reports and end of assignment report, including the submission of reports on all activities.

01 May 2016 – 30 June 2016

End of assignment  report, including the submission of reports on all activities undertaken by 10 Aug  2016

 

Institutional Arrangement:

The legal experts/consultant will report to PM’s office with monthly activity report to be submitted to the client.

 

Duration of the work and payment terms:

  • Duration of the work is six months (120 days spread over 6 months) with possible extension based on the request of the GNA.

  • The contract will be a retainer contract and consultant is expected to work up to 20 days each month. The number of required days in each month will be communicated to the consultant and company.

  • The expert/consultant will work from home and when GNA is moved to Libya, the experts will work at the GNA’s premises. The payment will be done according to the days the expert will work.

     

    Payment Terms: Payment will be based upon submission and approval of Time Sheet and progress report at the end of each month.

     

    Duty Station:

  • The Consultant/expert will be based in Tripoli, Libya with the possibility to travel to Tunisia for short missions where the GNA is temporarily located.

  • Three visits anticipated to Tunis for five days each - total of 15 days.

     

ESSENTIAL EXPERIENCE

Education

  • Master’s degree in law and a PHD in law is an asset.

     

    Work Experience

  • A minimum of 20 years of legal experience.

  • Extensive experience in working with politically sensitive issues and projects.

  • Excellent research capacity and writing skills.

  • Strong interpersonal, communication and presentation skills.

  • Professionalism. Demonstrated in-depth understanding of the specific sector; substantial and diverse experience in all facets of the job; strong analytical skills combined with good judgment.

  • Planning and Organizing. Demonstrated ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision. Ability to proactively seek and recommend sound policy initiatives.

  • Communication. Proven and sustained communication (verbal and written) skills, including ability to prepare reports and conduct presentations by clearly formulating positions on issues, articulating options concisely conveying maximum necessary information, making and defending recommendations.

  • Teamwork. Proven interpersonal skills and ability to listen and work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Language Requirements

  • Fluency in written and spoken Arabic. Good command of English language is required.

Evaluation Criteria

  • Relevance of educational requirements and years of experience – 20

  • Extensive experience in working with politically sensitive issues and projects – 20

  • Extensive experience of conducting research and analysis – 20

  • Knowledge of the Libyan Laws and Regulations – 10 points
