OVERVIEW OF THE POSITION

The client has had a long standing commitment to support Libya in its efforts to strengthen institutions capable of delivering services and responding to the needs of the population. Since the start of the transition, the client has supported national efforts at reform working with multiple sectors and partners to realize the objective of successful transition and sustainable human development.

Since July 2014, the political scene has entered a new phase marked by ongoing conflict and unpermissive security environment in many places in the country. In the meantime, the majority of municipalities seen successful elections and are increasingly looked upon as instruments to advance the interest of the populations and overcome multi-dimensional challenges. A core of the client strategy in Libya is to work on strengthening local governance and in this case partnering with municipalities and strengthening their capacities is key. As a result, the client has sought to readjust its programme to account for the new context and has a Programme Inception Plan (PIP) for Libya’s Strengthening Local Capacities for Resilience and Recovery Programme (SCL2R). This PIP pursues a dual objective: i) to increase the capacity of local actors, in particular municipal governments, to mitigate the increasingly devastating impacts of the conflict on Libya’s civilian populations and therefore contribute to the resilience of Libyan communities; and ii) to help pave the way for full-blown recovery that will put back Libya on a sustainable human development course when sufficient stability prevails. In the current political and institutional context in Libya, where central leadership is highly contested and increasingly ineffective, the SCL2R prioritizes the sub-national level as level of intervention and follows a theory of change whereby positive change can be engineered from below in situations of near state collapse, as currently in Libya, and in particular whereby a new social contract can emerge from improved trust-based relationships between populations and their local governments. While the client conceives building resilience and assisting recovery in Libya as necessarily a long-haul effort, this Programme Inception Plan (PIP), drawn for one year, attempts to tackle immediate capacity building needs to support bottom-up stabilization and recovery efforts, and to pave the way for a more strategic national recovery dynamic in the future.


Under the direct supervision of the National LGLD Advisor, the Regional LGLD Advisor will contribute to the client’s support to the Programme Inception Plan (PIP) and the implementation of the SCL2R programme.

 

S/He will be responsible for supporting the execution of activities in Eastern region of Libya defined by the CTA/Project Manager in the Annual Work Plan and Quarterly Work Plans in accordance with partnerships, quality criteria, budget levels and timeline in the project document

 

GENERAL FUNCTIONS

  • Conduct field visits on regular basis to the selected municipalities in the Eastern region of Libya to support the implementation of Annual Work Plans and SCL2R programme according to the project documents.

  • Provide ongoing mentoring and support to targeted municipalities and various partners ensuring smooth implementation of SCL2R programme.

  • Provide technical and training support in municipal management to targeted municipalities, project partners, beneficiaries and other project staff. 

  • Provide operational and logistical support in organizing events in Libya.

  • Maintain strong working relations and liaison with project stakeholders in line with the client conflict sensitive approach.

  • Identify potential project partners and beneficiaries (including state institutions, private contractors and CSOs) when not yet identified in project document.

  • Assist in negotiating and formalizing MoU/Partnership agreements for implementing project activities.

  • Lead coordination and provide support on all aspects of service delivery assessment and data collection with the contractor(s)/entity commissioned to develop the socio economic baseline data including monitoring of implementation and ensuring quality of work.

  • Assess capacities and needs (technical, operational) of partners and beneficiaries to achieve planned activities.

  • Participate in the continuous refinement of the client local governance and local development support strategy and in the development of new projects in the same area.

  • Submit a weekly report on field activities in the targeted municipalities and ensure timely submission of reports by the grantees / contractors.

  • Compile data needed for the M&E and regular project reports and contribute to drafting regular progress reports.

  • Work with the client communications associate to ensure strong visibility of the client local governance activities and achievements.

  • Ensure timely and sufficient information-sharing on project implementation with project partners and project staff and maintain close communications with them.

  • Coordinate with the client operations as required for timely implementation of project activities.

  • Readiness to travel to Tunisia or another country in the region when requested by the CTA/PM.

  • Carry out any additional tasks which may be requested by the National LG/LD advisor or the CTA/PM.

 

ESSENTIAL EXPERIENCE

Education:

  • University Degree in public administration, social sciences, or other related field

     

    Work Experience:

  • Minimum of five years of experience including a minimum of two years in local governance and/or local development in Libya.

  • Proven skills in delivering training and supporting municipal staff and council members.

  • Excellent communication skills.

  • Excellent knowledge of the Libyan municipal laws and regulations and understanding of the current situation of local governance and local development in Libya.

     

    Language Requirements:

  • Fluency in both oral and written English and Arabic is a must.

     

    Key Competencies:

          Demonstrates commitment to the client’s mission, vision and values.

          Exerts strict adherence to corporate rules, regulations and procedures.  Familiarity with the internal processes of the client is an advantage.

          Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability

          Exhibit team work spirit and ability to operate under pressure
