Project description   

Sector: Decentralisation and Development of Municipalities

 

The GIZ, commissioned by the German Ministry of Federal Affairs (AA), supports the Government of the Republic of Libya to decentralise functions to local governments, enhance local governance and improve local service delivery at municipal level.

 

The new programme running from May 2016 until April 2018 supports the elaboration and implementation of a national decentralization policy and thereby enhances the role of Libyan municipal councils in development and service delivery. Following a multi-level approach, at the national level the framework conditions for the overall decentralization process as well as steering capacities for the devolution of functions are improved. Capacity development of all relevant actors in the institutions at central, regional and local level is paramount for a functioning decentralized governance system. Decision makers and administrators at all levels need to understand their roles and responsibilities and hence, need to be trained systematically for managing additional and new functions effectively.

 

To achieve the project goals, the programme works at national level with the relevant Ministries and institutions responsible for designing the decentralized governance system in Libya as well as in selected municipalities. Additionally, the programme will be prepared to provide advisory services in well-defined thematic Action Areas e.g. for political, administrative and fiscal decentralization, intergovernmental relations and conflict resolution, capacity and human resource development participatory planning and decentralization of public service delivery,  etc.  

  Tasks of the HRD Advisor

The focus of this recruitment will be on Capacity Development (CD). The CD Advisor will have to work in close collaboration with the technical staff of the project in elaboration and implementation of training materials in order to assure that needs of municipalities and national stakeholders are met.

The main tasks are

·          to coordinate and systemise current efforts of human and institutional capacity development by different actors with regard to the capacity development of local and national administration and governance,

·         to advise decision makers in relevant institutions of the central government and in the municipalities with regard to human capacity, skills development and organizational development,

·         to assess current institutional set up for the provision of  demanded skills and competencies

·         to prioritize demanded skills and competencies,

·         to elaborate relevant curricula, handbooks and training materials,

·         to conduct training needs assessments at central level as well as in the selected communities,

·         to elaborate Capacity Development Strategies for the municipalities and national institutions

·         to develop strategies how structural improvements of the capacities and capabilities of relevant national and local government administrative and elected staff can best be achieved.

·         to present findings and the project to local and international actors

·         to perform additional tasks according to need and as assigned by the Project Manager

 

Professional Experience

 

  The necessary qualifications for the position of the HRD-advisor within the programme are:

·         Master Degree or equivalent in Social Sciences, Human Resource Development, Urban Planning and Public Administration or similar

·         At least 7 years of professional experience in local governance, decentralization, modernization of municipal services, municipal development, local government finances and fiscal reforms and or focus , and or especially in training and capacity building

·         Excellent knowledge in local government systems and wide exposure to the field of work. Very good knowledge of the Libyan local government sector

·         At least 5 year experience  in Human Resource Development, Leadership training and Management, curricula development

·         Results-based Monitoring & Evaluation

·         Experience in moderation and result based monitoring.

·         Knowledge of capacity development strategies for public or private institutions and the application of the different management models (Capacity Works, PCM)

·         Experience in working with international and local service providers (consultants), knowledge about qualified experts

 

Other Knowledge, Additional Competences

 

§  Extensive ability to conceptualize, analyzing context, identification of key players, and draw conclusions;

§  Team player and high communication skills;

§  Proven ability to build solid and trustworthy relationships with partners;

§  Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office)

§  Managerial and organisational competences; and

§  Excellent verbal and written English and Arabic languages. German is an asset.

 

 

The expert will

·         actually be based in the office premises of the project in Tripoli and partly in the ‘Libyan hub’ in Tunis.

·         have to  regularly travel to the selected municipalities for the development and implementation of the HRD Strategy. 

·         have to engage with stakeholders on international, national and municipal level.
