Project description

Sector: Decentralisation and Development of Municipalities

The GIZ, commissioned by the German Ministry of Federal Affairs (AA), supports the Government of the Republic of Libya to decentralise functions to local governments, enhance local governance and improve local service delivery at municipal level.

The new programme running from May 2016 until April 2018 supports the elaboration and implementation of a national decentralization policy and thereby enhances the role of Libyan municipal councils in development and service delivery. Following a multi-level approach, at the national level the framework conditions for the overall decentralization process as well as steering capacities for the devolution of functions are improved. Capacity development of all relevant actors in the institutions at central, regional and local level is paramount for a functioning decentralized governance system. Decision makers and administrators at all levels need to understand their roles and responsibilities and hence, need to be trained systematically for managing additional and new functions effectively.

Additionally, the programme will be prepared to provide advisory services in well-defined thematic Action Areas e.g. for political, administrative and fiscal decentralization, intergovernmental relations and conflict resolution, capacity and human resource development participatory planning and decentralization of public service delivery,  etc.
