It is envisaged that the project office and GIZ office functions will be transferred to Tripoli as soon as the framework and security conditions in Libya are improved.

Project description  

Sector: Decentralisation and Development of Municipalities

 

The GIZ, commissioned by the German Ministry of Federal Affairs (AA), supports the Government of the Republic of Libya to decentralise functions to local governments, enhance local governance and improve local service delivery in selected municipalities.

 

The new programme running from May 2016 until April 2018 supports the elaboration and implementation of a national decentralization policy and thereby enhances the role of Libyan municipal councils in development and service delivery. Following a multi-level approach, at the national level the framework conditions for the overall decentralization process as well as steering capacities for the devolution of functions are improved. Capacity development of all relevant actors in the institutions at central, regional and local level is paramount for a functioning decentralized governance system. Decision makers and administrators at all levels need to understand their roles and responsibilities and hence, need to be trained systematically for managing additional and new functions effectively.

 

To achieve the project goals, the programme works at national level with the relevant Ministries and institutions responsible for designing the decentralized governance system in Libya as well as in selected municipalities. Additionally, the programme will be prepared to provide advisory services in well-defined thematic Action Areas e.g. for political, administrative and fiscal decentralization, intergovernmental relations and conflict resolution, capacity and human resource development participatory planning and decentralization of public service delivery,  etc.  

  Tasks of the MD Advisor

In collaboration with a diverse and specialized team of experts, the UPD Advisor will advise and coordinate the implementation of reform and development initiatives in selected partner municipalities and institutions that aims at improving municipal responsiveness and service delivery to citizens’ demands and needs. More specifically, the UPD advisor will:

 

  • Advise the municipalities in elaborating, updating, implementing and monitoring local development plans
  • Assess the feasibility of small-scale development projects and advise the municipalities on prioritization
  • Coordinate the implementation of selected pilot small-scale investment projects at the local level. Ensure that such projects are feasible, have a development impact, sustainable, and offer learning and organizational development opportunities for municipal leadership. Furthermore, ensure that such projects are executed in a manner that engages partner organizations and citizens throughout the process.

·          Be involved in informing Capacity Development activities:

·         Provide technical advice and input to the process of assessing, identifying, and prioritizing capacity development needs and improvements of core functions in partner municipalities and institutions (including human and organizational capacity improvement needs and priorities). 

·         Provide technical advice and input to the process of elaborating responsive capacity development strategy and action plans for partner municipalities and institutions (including a proper assessment of available institutional set up for the provision of demanded skills and competencies). 

·         Provide technical advice with regards to capacity development measures aimed at providing partner municipalities and institutions with the proper capabilities required to perform core functions

·         Identify the need for external consultancy support, prepare necessary TORs, specifications, budget estimations, and/or support concepts, and manage such consultancy services accordingly.

·         Prepare regular and sound technical and financial reports on the progress and achievements.

·         Ensure proper coordination, communication, consultation, and cooperation with key partners. Build trust and, if necessary, contribute in resolving potential disputes.

·         Document and promote successes and lessons learned locally and among the team.

·         Perform other tasks as necessary and as requested by the Deputy and/or Head of the Project.

 

Professional Experience

 

  The UPD Advisor shall have the following key qualifications:

·         Master Degree or equivalent in Civil Engineering, Urban Planning and Development, or similar.

·         At least 8 years of professional experience in local governance, municipal development, modernization of municipal service delivery, local participatory planning, and local economic development.

·         Excellent knowledge of the Libyan local governance and municipal context.

·         Experience in capacity development strategies and methodologies for municipal and public sector. Knowledge of GIZ Capacity Works model is an asset.

·         Excellent abilities and proven skills in conceptualization, contextual analysis, and quality report writing;

·         Proven ability to build solid and trustworthy relationships with partners accompanied with very good abilities in moderation, facilitation, mediation, and conflict resolution 

·         High team spirit accompanied with excellent communication and interpersonal skills.

·         Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office)

·         Excellent verbal and written English and Arabic languages. German is an asset.

 

Other Knowledge, Additional Competences

 

§  Extensive ability to conceptualize, analyzing context, identification of key players, and draw conclusions;

§  Team player and high communication skills;

§  Proven ability to build solid and trustworthy relationships with partners;

§  Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office)

§  Excellent verbal and written English and Arabic languages. German is an asset.

 

 

The expert will

·         actually be based in the office premises of the project in Tripoli and in the ‘Libyan hub’ in Tunis on demand.

·         have to  regularly travel to the selected municipalities for the development and implementation of the CD Strategy. 

·         have to engage with stakeholders on international, national and municipal level.
