Protection Associate (Community Mixed Migration GL-6

BACKGROUND

 

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. It also has a mandate to help stateless people.  In more than six decades, the agency has helped tens of millions of people restart their lives. Today, a staff of some 7,190 people in more than 120 countries continues to help some 36.4 million persons.

 

     1.Organizational Context

 

The Protection Associate (Community based – Mixed Migration) normally reports to the Assistant Protection Officer.  He/she monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.

 

The Protection Associate (Community based – Mixed Migration) provides quality, timely and effective protection support to persons of concern and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. He/she contributes to designing a comprehensive protection strategy and may liaise externally with local authorities and partners on protection issues as guided by the supervisor.

 

The Protection Associate (Community based – Mixed Migration) also ensures that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.  

 

2. Accountability:

 

·          The protection of populations of concern is met through the application of International and National Law relevant UN/UNHCR protection standards and IASC principles.

·          Protection activities are guided by the UNHCR country protection strategy.

·          The participation of persons of concern is facilitated through supporting participatory, rights and community based approaches.

·          Support is provided to identify and report protection incidents.

 

 

3. Responsibilities:

 

Under the overall Protection objective to enhance Protection through timely and quality delivery of services for individuals who are rescued at sea upon disembarkation and in detention facilities, the Community Services (mixed migration) will focus on:

 

1.      Monitor and support UNHCR’s emergency response, through partner, in the Rescue at Sea Operations in particular, the delivery of in-kind humanitarian assistance medical services.  

2.      Monitor and support UNHCR’s intervention, through partner, in providing medical services in detention facilities which are accessible to UNHCR.  

3.      Monitor the UNHCR’s intervention in provision of medical support, through partner, in the urban refugee context

4.      Provide regular and timely assessments as well as recommendations tools to further enhance UNHCR’s medical intervention for asylum seekers and refugees in urban context as well as in mixed migration.

5.      Attend to queries and provide guidance to UNHCR’s partner to enhance its service delivery.

6.      Receive queries by local authorities and immediately channel to the UNHCR’s focal point as necessary.

7.      Provide timely and regular reports to UNHCR and whenever required.

 

 

 

 

 

 

 

 

4. Authority

 

·         Select persons of concern for preliminary interviews and decide which relevant information to share.

·         Enforce integrity in the delivery of protection services by local implementing partners[NR1] .

·         Ensure that a quality assessment needs report, as per UNHCR’s required objectives, is produced by end of the reporting period.

 

5. Essential Minimum Qualification and Professional Experience Required:

 

·         Education: Completion of secondary school.  Additional Training courses in protection related issues and general knowledge of refugees and UNHCR’s mandate.

·         Diploma in Nursing is desired

·         Job experience: relevant to the function: 4 years.

·         Fluency in English and working knowledge of another relevant UN language or local language
