WASH Consultant

PROGRAM BACKGROUND:

As an implementing partner of the United Nations High Commissioner for Refugees (UNHCR), International Medical Corps has been providing critical medical and outreach services at detention centres (DCs) managed by the Directorate to Combat Illegal Migration (DCIM) since 2015.

 

Over the course of program implementation, the need for a comprehensive approach to address ongoing Water, Sanitation and Hygiene (WASH) gaps at supported facilities was identified. Under a new UNHCR award, International Medical Corps will provide an in-depth assessment at targeted WASH facilities, produce an action plan for intervention, and assist in selection of contractor that will undertake planned activities.

 

JOB SUMMARY:

The WASH program officer will work with a WASH consultant and the program manager to oversee implementation of proposed interventions at targeted detention facilities by an independent contractor. S/He will oversee implementation, general day-to-day management of the activity, and coordinate with other departments with regard to programming and reporting.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Tasks include, but are not limited to, the following:

  1. Based on assessment report, work with WASH consultant and program manager to outline a workplan for proposed interventions
  2. In cooperation with the WASH consultant and the program manager, will develop Terms of Reference (TOR) and other guidelines for selection of contractor that will undertake proposed activities
  3. Oversee quality of contractor’s WASH rehabilitation activities
  4. Plan and manage the WASH program in a phased and prioritised manner with full consultation and co-ordination with International Medical Corps’ staff and other agencies, both governmental and non-governmental
  5. Organize with the logistics and finance departments materials and support needed for all activities
  6. In collaboration with relevant staff, contribute to development and design of appropriate supervisory, monitoring and evaluation systems for WASH interventions
  7. Provide regular updates to supervisor and team on progress, priorities and constraints – verbally and in writing

 

QUALIFICATIONS:

The qualified candidate will have

  • An advanced degree in civil engineering, with at least five years relevant expereince
  • Solid knowledge of WASH-related prevention of and response to infectious disease outbreaks
  • Strong interpersonal, communication, and team leading skills
  • Ability to exercise sound judgment and make decisions independently
  • Extremely flexible, and can cope with stressful workloads and frustration
  • Creativity and the ability to work with limited resources
  • Fluency in English and Arabic is required
