Security Manager

Employment Period: Five months extendable

 

PROGRAM/ DEPARTMENT SUMMARY: MERCY CORPS has been operational in Libya since 2011 focusing on protection of the displaced and conflict affected population and supporting Libyan efforts to protect vulnerable communities and peacefully build a secure foundation for participatory, inclusive and accountable governance and economic opportunity.

GENERAL POSITION SUMMARY: The Security Manager will support safety and security management of MC sites (offices, distribution points, constructions sites, accommodation and warehouses), personnel (e.g. inductions, training), and safe transport inside Libya. He will act as a key focal point for staff and act local liaison officer to host country security-focused authorities.

 

ESSENTIAL JOB FUNCTIONS:

Security Management and Liaison (25%)

1. Undertake regular site security reviews for any MC/partner premises in Libya, particularly: office space, distribution points and construction sites and regular meeting venues;

2. Propose security upgrades/advise as appropriate with justifications linked to security risk assessment (SRA) (e.g. alarm systems, safe boxes, key management and locks, lighting, perimeter, cameras, safe rooms, electronic-key code entry systems, blast film, first aid / medical / trauma kit placement, smoke and CO2 detection systems, radio and communication systems, body armor, and armored vehicles;

3. As necessary, support operational processes with contextual Standard Operating Procedures (SOPs) from a safety and security perspective, including: transport, accommodation, cash handling, communications, field security, first responder, IT security, occupational health and first aid;

4. Liaise with local authorities and security staff at any co-habited premises (e.g. offices);

5. Liaise with organizations and persons in adjacent/nearby offices, premises and warehouses regarding reflective security benefits and threats;

6. Support production of daily, weekly and monthly updates to support the Country Security Plan (CSP) and SOPs for MC Libya.

 

Personnel Security Management (50%)

1. Ensure that all incoming visitors, partners and staff members receive full security induction and briefing, and any associated administration (e.g. phones/SIM, constant companions, registration) upon arrival in Libya, working closely with Administration and Logistical staff;

2. Support external safety and security training such as in Hostile Environment Awareness Training (HEAT) workshops or Crisis Management simulations, or – more usually – training of guards and drivers, and assisting in fire safety and first aid training;

3. Champion MC Global Field Security Manual and MC Security Policy a part of a security culture;

4. Complete incident reporting when required by providing inputs and/or assisting investigations or enquiries;

5. Support incident management responses (measured against prior contingency planning) as necessary, on all incidents which occur in Libya;

6. Provide informational updates to staff on the changing safety and security environment, in a timely manner and as necessary (e.g. conflict, crime, etc).

 

Safe Transport Operations (25%)

1. Facilitate field movements for MC personnel, assets (e.g. vehicles, equipment) and aid in Libya in cooperation with Operations staff;

2. Undertake regular route risk assessments, identifying rally and extract points in addition to relocations and evacuations;

3. Support driver training and standards on safety and security;

4. Ensure that vehicles are fitted with relevant safety and security needs;

5. Accompany and ensure the security of personnel in Libya.

 

SUPERVISORY RESPONSIBILITY: None

 

ACCOUNTABILITY:

REPORTS DIRECTLY TO: Country Director / Security Advisor and WORKS DIRECTLY WITH: Country Director, Field Researchers, the Local partners/CSO’s, HQ Monitoring, Evaluation and Learning Team, ICT Team, HQ Regional Program Team and the Technical Support Unit

 

KNOWLEDGE AND EXPERIENCE:

 Strong understanding of security management, particularly in large logistics operations

 Experience of NGO and humanitarian agencies

 Experience managing teams

 Experience of managing security

 Strong understanding of local dynamics and authorities in Libya

 Strong interpersonal skills, particularly regarding liaison and training competencies

 Commitment to humanitarian principles, particularly neutrality and impartiality

 High school diploma or higher education, but ideally a graduate

 Computer literate; strong MS-Excel and MS Word skills

 Good spoken and written English, Arabic

 Conscientious with an excellent sense of judgment

 Strong organizational skills, and ability to work simultaneously on multiple tasks

A successful candidate will be conscientious, with excellent judgment. S/he will combine strong communication skills, creativity, initiative, participatory leadership and tactful decisiveness to assist in the development and implementation of Mercy Corps’ strategy and platforms and tools. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential. S/he must have the confidence and humility to work effectively with a large variety of people who will be diverse culturally, economically and in social status – as well as be sensitive to political and cultural nuance - be able to consistently apply excellent judgment to a variety of demanding and fast-changing situations while working as part of a team and coordinate with project personnel.

 

LIVING /ENVIRONMENTAL CONDITIONS:

The position is based in Tripoli (Libya) and may be requested to travel – sometimes on short notice— to areas with limited access to medical facilities and amenities.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
