Employment Period: Five months extendable


PROGRAM/ DEPARTMENT SUMMARY:

MERCY CORPS has been operational in Libya since 2011 focusing on protection of the displaced and

conflict affected population and supporting Libyan efforts to protect vulnerable communities and

peacefully build a secure foundation for participatory, inclusive and accountable governance and

economic opportunity.

 

GENERAL POSITION SUMMARY:

The Database Manager is a key position in the program responsible for monitoring, evaluation, and

information management, defining how collected information will be reflected upon, used for continuous

improvement, and incorporated into consistently high quality reports. S/he will be responsible for

ensuring integrity and sound design for the collection, storage and analysis of data required. S/he should

ensure staff at all levels are trained and prepared to fulfill their roles in data collection, monitoring and

reporting. Sound research and analysis at both qualitative and quantitative levels will be vital components

of the position with equally strong emphasis on local staff capacity building.

 

ESSENTIAL JOB FUNCTIONS:

Vision, Leadership and Strategy on Design, Monitoring and Evaluation

 Support the technical direction of the program data collection and analysis approach and strategy

in consultation with the Lead Researcher and Country Director, and Mercy Corps headquarters

based technical staff.

 Ensure compliance with UNHCR implementation and reporting guidelines as well as Mercy

Corps’ internal systems, policies and approaches; keep up-to-date on donor requirements, etc.

 Provide guidance to program staff, including sub-grantees, in developing systems that enable

clients and stakeholders to collect, analyze and effectively use program results in a synchronized

and timely manner.

 Lead the institutionalization of learning in the assessment structure by supporting staff to develop

feedback loops and systems that enable frequent and regular learning sessions and periodic

activity redesigns for continuous improvement.


Monitoring & Evaluation System Development and Implementation:

 Establish the data management system using appropriate ICT for M&E tools and platforms to best

serve the needs of the overall assessment.

 The assessment must include a variety of methodologies (both quantitative and qualitative).

 Ensure that it is implemented effectively by the key stakeholders, namely the primary stakeholders

and implementing partners, in accordance with donor guidelines, agency protocols, and data quality

assurance criteria.

 

Technical Support and Assistance to Sub-Grantees:

 Provide training and support to partners on assessment sub-grant activities. 

 

Staff Training and Capacity Building:

 Build the capacity of all team members to understand and contribute to design, monitoring and

evaluation systems and requirements.

 Train staff and partners on tools, basic surveying and sampling techniques, qualitative monitoring

methods, data management, data analysis and visualization, data use, report writing techniques and

requirements.

 Include regular reflection and analysis of program monitoring data and evidence-based

recommendations in meetings and coordination activities.

 

Coordination:

 Provide leadership to ensure that monitoring and evaluation systems amongst all implementers are

well coordinated allowing for aggregation and comparison of data for the program as a whole.

 Through regular coordination meetings, ensure that staff and partners can conduct meaningful

analysis of collected data and incorporate findings into implementation.

 

Evaluation and Research Management:

 Lead the design, field-testing, data collection and analysis

 Together with the Lead Researcher, play a lead role in coordination, learning and oversight of the

local partners.

 

Proposal Coordination:

 Provide administrative support for proposal development such as drafting Past Performance

Reports/capacity statements/or other required documents, copy-editing, and final compilation for

submission.

 

Recruitment Support & Deployment

 Ensure necessary documentation has been submitted to relevant people, follow up with teams when

field hasn’t received a response; support new hires/consultants/interns/etc.

 

Administration

 Proactively lead logistical support for field and headquarters teams.

 

KNOWLEDGE AND EXPERIENCE:

 MA/S or equivalent in a relevant or related field. Coursework in M&E, research and evaluation

methodologies and statistical analysis is strongly preferred.

 Minimum 5 years of experience in M&E; Data Analysis and experience designing and implementing

M&E systems for resilience programming a plus.

 Demonstrated skill in training and M&E capacity development of field staff.

 Proven experience in developing and working with ICT for M&E, Protection and data management

systems, including databases, web-based tools or other MIS solutions; experience with mobile data

collection technology.

 Proven experience in designing and implementing M&E systems, as well as analyzing and promoting

the use of the data collected.

 Demonstrated experience in data collection; quantitative and qualitative analysis; and reporting;

including experience with Kobo a plus.

 Excellent verbal and written communication skills in English

the development and implementation of Mercy Corps’ strategy and platforms and tools. Multi-tasking,

prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential. S/he

must have the confidence and humility to work effectively with a large variety of people who will be

diverse culturally, economically and in social status – as well as be sensitive to political and cultural

nuance - be able to consistently apply excellent judgment to a variety of demanding and fast-changing

situations while working as part of a team and coordinate with project personnel.
