Information and Reporting Officer

 

 

Background

At the beginning of 2016, Libya’s political future is more uncertain than at any time since the 2011 revolution. Political division, armed conflict and a crisis of legitimacy at the national level have accelerated the fragmentation of Libya’s governance landscape. Regional coalitions which formed in 2014 have fractured during 2015 and cities and municipalities have become increasingly isolated. Libya’s two nominal national governments both exert little authority outside their respective bases in Tripoli and Tobruk. The political elites involved in the UN-sponsored dialogue to form a unity government lack legitimacy and the country lacks a national political leadership that can claim a mandate to negotiate a solution to Libya’s crises. The collapse of the national-level political process and institutions has shifted significant governance responsibilities to local formal and informal actors. Municipal councils are viewed as the most credible institutions, though they face serious challenges to providing services to their constituents. The collapse of state institutions and the fragmentation in Libya’s governance landscape has facilitated the rise of extremism in Libya, with the Islamic State taking advantage of the governance and security vacuum to strengthen its presence in Libya.

 

Purpose

 

The Tripoli-based Information and Reporting Officer (IRO) plays a critical role in information capture and reporting on a wide range of LTI 2 activities. Working under the broad supervision of the USAID/OTI country representative and LTI2 chief of party (COP), the Information and Reporting Officer will need to exert an important degree of independent judgment and initiative and be expected to collaborate and coordinate with all members of the team. S/he will play a key role in the information capturing and reporting of program activities.

 

Reporting

The Information and Reporting Officer reports to the Monitoring and Evaluation Manager.

 

 Specific Duties and Responsibilities

 

  • Ensure that monitoring and relevant reporting are taking place in appropriate sections of the database at each stage of project development, implementation, and close-out. 
  • Capturing of relevant documents, photos, etc. per USAID/OTI guidance, develop guidance and training for staff on systems and procedures.
  • Maintain, and possibly develop, clusters in the database based upon the needs of the activities and project while making necessary recommendations to the COP and OTI.
  • Utilize the information in the database and information from monitoring and evaluation reports in the field to compile appropriate reporting on program status and impact, including success stories, snapshots, press releases, weekly reports, quarterly reports, annual reports, and ad hoc reports on how the program responds to particular issues.
  • Develop relationships with local media that can be utilized to maximize coverage and promotion of activities if necessary.
  • Collect high quality qualitative and quantitative data to show activity impacts.
  • Conduct periodic site visits and attend grantee events and activities as necessary.
  • Review and update of Activity Notes to ensure results and impact data are captured as required.
  • Any other tasks as assigned by supervisor.

 

 

 

Qualifications

 

  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established LTI2 program message.
  • Good analytical ability and knowledge of project objectives so that the key points of monitoring and evaluation plans can be identified and implemented.
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work are also required.
  • Ability to effectively use computer software including MS Word, and Excel.
  • University/Baccalaureate degree required.
  • Ability to effectively communicate verbally and in written form in both Arabic and English.
  • Fluency in both Arabic and English is required.
