Position Status: Full time

Employment Period: Five months extendable

 

PROGRAM/ DEPARTMENT SUMMARY:

MERCY CORPS has been operational in Libya since 2011 focusing on protection of the displaced and conflict affected population and supporting Libyan efforts to protect vulnerable communities and peacefully build a secure foundation for participatory, inclusive and accountable governance and economic opportunity. 


GENERAL POSITION SUMMARY:

Mercy Corps Libya seeks a resourceful, motivated, and analytically capable individual to assist in the implementation and development of the Mercy Corps Protection Monitoring Assessment.  

 

ESSENTIAL JOB FUNCTIONS: 

1. The Field Researcher is responsible for supporting research activities in Tripoli (1), or in Misratah (1) or in Benghazi  

2. Data collection of materials and statistics

3. Prepare data summaries and synopses of statistics and reports on materials relevant to programs needs.  

4. Provide direct supervision and support to the mobile partner protection teams, including:

-Support to scheduling of, and participation in, monitoring and legal  field missions;

-Regular review of data collected by the teams, and reporting systems;

-Development of individual work plans, ensuring best practice standards are met as well as the development of professional development plans for staff; 

-Regular review and follow up of case referrals and other associated action points for monitoring

-Support mobile teams’ field access by meeting with relevant stakeholders and local authorities as required

5. Identify gaps in knowledge regarding issues related to protection of refugees, asylum seekers and other persons of concern within NGOs and local communities which can be addressed by training, seminars, workshops, or other such capacity-building events.

6. Participate in awareness raising events and support the organization of trainings and workshops by MC.

7. Support the Protection Assessment Team Leader in the development of advocacy positions to be shared with the Protection Working Group

8. Develop and maintain effective working relationships with other INGO, UNHCR, government authorities, and other key stakeholders to ensure active coordination, collaboration, and information dissemination

9. Attend coordination and partner meetings as agreed upon Protection Assessment Team Leader. 

10. Assist Protection Assessment Team Leader in identifying, planning, and addressing priority needs in-country to better define assessment strategies. 

11. Coordinate activities with all involved partner CSOs.   Organize routine coordination meetings with partner organizations to ensure close cooperation, lessons learned and shared data.

12. Maintain, monitor and measure project implementation. Track project impact, standards, and operational compliance. 

13. Coordinate training plans with partners and MC staff, identify training needs and develop, implement, and maintain training plan. Assist in training Mercy Corps staff on survey and data collection strategies. 

14. Assist in designing surveys and report formats, as required; 

15. Follow through on program needs as required, such as procurement, meeting scheduling, and consultant finding, etc.

16. Liaise with and support key program staff to ensure that the Mercy Crops activities are running effectively and making best use of project resources;

17. Troubleshoot on reporting and programmatic needs. Advise supervisor on improvements and necessities, as required;  

18. Provide written and oral translation and report writing for program staff, as necessary;

19. Other duties as assigned

 

KNOWLEDGE AND EXPERIENCE:

University degree; or, 3/5 years experience working on data collection and analytical related activities.  

Prior experience working with the civil society, protection or migration programs

Prior experience working with IDPs is required

Basic computer skills a must MS Word and Excel;   

The ability to work independently, think creatively, and have a healthy curiosity to undertake a variety of data driven research projects.

Excellent verbal and written communication skills in English
