ESSENTIAL JOB DUTIES/SCOPE OF WORK:

The protection officer provides support in protection monitoring programming, primarily through information gathering and providing information to beneficiaries and program staff related to the rights of persons of concern. The day-to-day functions of this position include monitoring the situation against protection standards (to be defined by IMC/UNHCR), reviewing existing data collection tools,  interviewing detention facility staff and persons of concern, and supporting the mainstreaming of protection monitoring into IMC operating procedures.  Ultimately, with the support of UNHCR, IMC will compile the information collected and provide a situation analysis to UNHCR and the Protection Working Group regarding protection practices in the supported sites. 

The protection officer is expected to gather quality information regarding populations of concern in a timely manner, with a focus on the needs of the most vulnerable groups or individuals in host communities, Community Development Centers (CDCs), or Detention Centers. S/he ensures that the necessary stakeholders are involved in the information collection. To achieve this the incumbent will need to build and maintain effective networks with communities of concern, local authorities, and protection and assistance partners.

 

 This person will report to the expatriate Protection Manager.

 

 

Duties and responsibilities:

 

· Through regular visits to designated sites with related IMC teams (mobile medical teams, NFI teams), collect and compile necessary information for weekly and monthly situation reports.

·  Enter collected information into databases.

·  Establish and maintain networks with local statutory agencies including the police and social services such as INGOs or local NGOs.

·   Collect routine data on the conditions of detention facilities and status of persons of concern in communities, CDCs, and detention facilities.

·   Ensure available data collection tools in facilities are being correctly used in order to ensure accurate information gathering for protection monitoring.

·    In partnership with IMC and partner NGO staff, encourage good practice and support of protection principles to protect vulnerable persons.

·         Keep abreast of developments and understand the latest information on data protection, confidentiality and other legal issues that impact on the protection of vulnerable groups or individuals.

·    Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment for persons of concern.

·    Build the protection capacity of national and local government, partners and civil society to assume their responsibilities through protection training, mainstreaming and related activities

 

QUALIFICATIONS:  

·         Experience in data collection and the use of MS Office applications (Excel and Word)

·         Able to provide feedback/reports regarding work -related activities

·         Proficient knowledge of written and verbal English

·         Full time commitment (8 hours availability) 5 days a week

·         Methodological, organized and diligent

·         Willingness to learn

·       Willingness to do other tasks required for the fulfilment of program objectives as             agreed upon with the supervisor

·         University degree, related social or human science desirable

·         Experience in working with vulnerable populations including refugees, migrants, other persons of concern desirable

·         Knowledge of protection principles and confidentiality desirable
