Terms of Reference for a Child Protection Needs Assessment in Benghazi

The Organisation

Cesvi is a non-governmental, international humanitarian organization working for global solidarity in 30 countries throughout the world. Cesvi has been working in Western and Eastern Libya, with support from international donors and cooperating with local counterparts, since March 2011 in the following sectors: Provision of emergency relief to conflict-affected families, support to the local agricultural sector, child protection and promotion of a favorable protection environment for refugees, asylum seekers and irregular migrants.

Background

In the framework of the project “Psychosocial emergency response and recreational activities for children exposed to violence in Tripoli” funded by UNICEF, Cesvi will address the protection needs of displaced children in 2 Tawerghan camps near Benghazi by opening child friendly spaces (CFS).

A Child Protection (CP) rapid assessment will be the first activity of the project in order to inform the intervention to the most compelling needs of children and tailor a proper response, identify the services in place and frame a relevant referral system.

Objective

The CP Consultant will conduct the mapping and assessment of Benghazi child protection system, focusing on the Tawerghan camps of Shahida Kholoud and Thaorat Al Majd, ensuring that it (i) is completed in an effective and timely fashion; (ii) it is conducted in compliance with UNICEF and CESVI CP guidelines and principles; (iii) leads to a forward looking program supporting the strengthening of the child protection system within this area. The assessment will also include an evaluation of school facilities and infrastructure, and access to educational services.

The entire mapping and assessment exercise is expected to be completed by 9th October. While Arabic could be used as a language to interview the key informants, the assessment report will have to be provided in English.

Roles and Responsibilities

The CP Consultant will:

(1) Coordinate the overall implementation of the mapping and assessment of the child protection system, including:

·          identification of key informants for the assessment, such as representatives of the Local Authorities, community representatives, and civil society representatives;

·         clear analysis of psychosocial needs and vulnerabilities of girls and boys;

·         assessment of services in place to respond to children needs, including health facilities for children with disabilities;

·         creation/strengthening  of a referral system;

·         identification of the locations to setup the Child Friendly Spaces

·         evaluation of the condition of schools facilities and infrastructure, and needs pertaining the local education sector

(2) Produce a detailed assessment report including the findings and recommendation as a final result of the consultancy to deliver to Cesvi management

(3) Convene one or more review meetings with Cesvi management on the overall findings of the mapping and assessment; 

Time Line

The CP Consultant commits her/himself to:

·         submitting to Cesvi Management an assessment plan within 2 days after the signature of the consultancy contract

·         complete her/his assigned task within 10 days after the signature of the consultancy contract, and anyways within the date agreed with Cesvi management

Coordination

The CP Consultant will coordinate with Cesvi Management in Tunis by remote and will meet with Cesvi Management in Benghazi as required.

The candidate

The ideal candidate will have previous substantial experience in qualitative field research, protection and humanitarian programming. He will also have excellent oral and written communication skills in English, ability to collect and analyse data, work independently and deliver high quality reports.
