Background on Cesvi

Cesvi is a non-governmental, international humanitarian organization working for global solidarity in 30 countries throughout the world. Cesvi has been working in Western and Eastern Libya, with support from international donors and cooperating with local counterparts, since March 2011 in the following sectors: Provision of emergency relief to conflict-affected families, support to the local agricultural sector, child protection and promotion of a favorable protection environment for refugees, asylum seekers and irregular migrants.

 

Background on the project

The project “Psychosocial emergency response and recreational activities for children exposed to violence in Benghazi” funded by UNICEF in partnership with Cesvi will focus on the response to the protection needs of displaced children by opening child friendly spaces (CFS) in 2 Tawerghan camps near Benghazi.

 

Objective           

The Child Protection Officer will have the overall responsibility of leading, coordinating and implementing Cesvi protection activities run in Benghazi, in the framework of UNICEF programme. She/He will be in charge of the supervision of all Child Protection activities, coordination and capacity building of the staff in specific training sessions (co-facilitated by UNICEF) and on the job training. She/he will be supervised by the Project Manager based in Tunis.

 

Specific tasks and responsibilities:

  • Monitor the implementation of the project activities in Benghazi conducting regular visits to the project site(s), compatibly with the security situation;
  • Supervise, mentor and guide the CFS staff (managers, animators and volunteers) in their daily work and support them in the set-up, logistic and maintenance of the CFS;
  • Coordinate with the local NGO in terms of activity implementation, staff performance and local council liaison;
  • Liaise with other agencies/ NGOs/ government bodies/ donors to ensure coordination, implementation of protection common standards;
  • Provide technical guidance and direction for effective planning, implementation and monitoring of agreed child protection plans including the psychosocial recovery (care) of and assistance (legal and social) to vulnerable children and their families;
  • Develop capacity building programmes and assist in training organisation for staff and partners, possibly in priority thematic areas such as child rights, psychosocial support and referral systems;
  • Report to the Tunis-based Project Manager on a regular basis and draft weekly, monthly, quarterly reports;
  • Coordinate with Cesvi team for the planning, logistic and financial aspect of the project.

 

Qualifications, experience and competencies

  • University Degree in Psychology, Social Sciences, Law, Development Studies or relevant fields
  • At least 2 years of progressively responsible professional experience in humanitarian aid projects, especially in child protection or other related area
  • Previous experience in working with local civil society organizations/social services/International NGOs;
  • Experience in supervising and mentoring other staff.
  • Excellent command of the English language
  • Good IT skills: Microsoft Word and Excel, Internet browsing;
  • Ability to work in unstable, uncertain or potentially dangerous environments
  • Capacity to work both independently and in a team.
  • Sensitivity in dealing with displaced people and strong cross-cultural communication and resilience skills
  • Familiarity with emergency, Child Protection and gender mainstreaming
  • Understanding of gender issues highly desirable.
  • Accuracy in collecting and analyzing data;
  • Professionalism in representing Cesvi when dealing with external actors;
  • Reliability, proactivity and ability to carry out tasks independently, truthfulness and accuracy in reporting to supervisors

 

Duty station: Benghazi, Cesvi office with weekly visits to the Tawerghan camps.

 

Duration of the contract: 3 months renewable, starting in November 2016.
