OVERVIEW OF THE POSITION

Libya is experiencing significant political conflict, insecurity and economic challenges five years after the 17 February 2011 Revolution. The overall environment is characterized by deep political polarization, increased institutional uncertainty, continuous violence and growing threat of terrorism.

 

In accordance with its mandate, UNSMIL has been actively engaged in efforts to mediate a peaceful resolution to Libya's political and institutional crisis and bring an end to the armed conflict. After the 17 December signature of the Libyan Political Agreement (LPA), the formation of the Government of National Accord (GNA) is an important step towards restoring state institutions in Libya and create the environment and opportunity to reinvigorate the process of Libya's democratic transition. UNDP is providing substantive and logistical support to UNSMIL to widen the support to the LPA and provide technical assistance to the GNA.

 

Libya is at a critical junction in its development process. International technical assistance and financial support have been secured from multiple countries and a variety of development projects have been proposed at all levels. The Ministry of Planning is paying a lead role in identifying and coordinating the implementation of projects that will be most effective in addressing the immediate needs to the Libyan people.

 

To this effect the Ministry of Planning has requested UNDP to recruit a Monitoring and Evaluation Manager who will be responsible for ensuring that project information collected is thoroughly analysed and used to improve ongoing projects, enhance project proposal development as well as formulation of high quality monitoring and evaluation reports.

 

In close cooperation with the Director, Technical Cooperation, the Monitoring and Evaluation Officer will be responsible for supporting the Monitoring and Evaluation Manager developing, coordinating, and improving the MoP’s country wide monitoring and evaluation system, as well as implementing an internal Monitoring and Evaluation capacity development strategy that trains and mentors Monitoring and Evaluation staff and promotes a culture of learning.

 

GENERAL FUNCTIONS

Role objective:

The consultant will be based at the Ministry of Planning in Tripoli for the duration of the assignment.

The consultant will work under the overall guidance of the Director, Technical Cooperation, Ministry of Planning (MoP), and direct supervision of the Monitoring and Evaluation Manager. The consultant will submit end of monthly progress reports with detailed timesheets, as well as end of mission progress report following completion of the assignment to the project manager, Political Dialogue project.

 

Expected output:

The overall objective of the consultancy will be to support the Monitoring and Evaluation Manager at the Ministry of Planning develop a well-functioning monitoring and evaluation system as well as to assist the Monitoring and Evaluation Manager mentor and build the capacity of MoP staff to independently conduct effective project monitoring and evaluation. The responsibilities of the Monitoring and Evaluation Officer include to:

 

• Support training and mentoring in the development of a Monitoring and Evaluation system containing, plans, tools, methodologies, survey design, data analysis, and other skills required for comprehensively analyzing the impact of projects supported by the international community as well as public projects supported by domestic resources;

• Assist projects to use the necessary Monitoring and Evaluation tools and support the development of a broader country wide Monitoring and Evaluation system;

• Support in aligning, collecting and support MoP project managers’ reports on relevant indicators of a MoP Monitoring and Evaluation system;

• Facilitate country and sector level strategic planning sessions, assist MoP project managers and senior management in the development of annual monitoring and evaluation plans;

• Support to ensure that the monitoring and evaluation system meets the needs of project managers and the MoP leadership to help address shortfalls in monitoring and evaluation and data management that affect project implementation;

• Assist the development of project and operational reporting templates to facilitate the attainment, compilation and flow of information from projects to the MoP;

• Support the formulation and oversight of the implementation of a monitoring and evaluation staff capacity development strategy that stimulates a learning culture through systematic analysis of project data;

• Assist in the capacity development of relevant MoP staff members to develop and maintain a well-functioning monitoring and evaluation system, including regular analysis of project monitoring data;

• Support the Monitoring and Evaluation Manager to work with project managers and other relevant MoP staff to ensure that monitoring and evaluation skills are incorporated into all projects and are budgeted for;

• Assist the development of a knowledge management repository with best practices in monitoring and evaluation;

• Perform other tasks or any other duties supporting the Technical Cooperation Function and the Monitoring and Evaluation Manager, as and when required.

• Under the overall guidance of the Director Technical Cooperation, MoP, direct supervision of the Monitoring and Evaluation Manager, and in close consultation with UNDP, assist in developing a Monitoring and Evaluation system containing, plans, tools, methodologies, survey design, data analysis, and other skills required for comprehensively analyzing the impact of projects supported by the international community as well as public projects supported by domestic resources, as requested by the GNA

• Under the overall guidance of the Director Technical Cooperation, MoP, direct supervision of the Monitoring and Evaluation Manager, and in close consultation with UNDP, assist in ensuring that projects use the necessary Monitoring and Evaluation tools and support the development of a broader country wide application of the Monitoring and Evaluation system, and lead in aligning, collecting and supporting project managers’ reports on relevant indicators of a MoP Monitoring and Evaluation system

• Under the overall guidance of the Director Technical Cooperation, MoP, direct supervision of the Monitoring and Evaluation Manager, and in close consultation with UNDP, support the roll out of the Monitoring and Evaluation system by facilitating country and sector level strategic planning sessions, assist MoP project managers and senior management in the development of annual monitoring and evaluation plans

• Under the overall guidance of the Director Technical Cooperation, MoP, direct supervision of the Monitoring and Evaluation Manager, and in close consultation with UNDP, support the provision of guidance to ensure that the monitoring and evaluation system meets the needs of project managers and the MoP leadership to help address shortfalls in monitoring and evaluation and data management that affect project implementation, as well as develop project and operational reporting templates to facilitate the attainment, compilation and flow of information from projects to the MoP

• Under the overall guidance of the Director Technical Cooperation, MoP, direct supervision of the Monitoring and Evaluation Manager, and in close consultation with UNDP, support the formulation and oversight of the implementation of a monitoring and evaluation staff capacity development strategy that stimulates a learning culture through systematic analysis of project data, and enhance the capacity of relevant MoP staff members to develop and maintain a well-functioning monitoring and evaluation system, including regular analysis of project monitoring data

ESSENTIAL EXPERIENCE

Education:

§  Bachelor's degree in International Development, Political Science International Relations or related field.

 

Work experience:

§  Minimum of 5 years of demonstrable relevant Public Administration experience.

 

Geographical experience:

§  Minimum of 5 years of experience in Africa with local experience in Tripoli is an advantage.

 

Languages:

§  Fluency in Arabic is essential.

 

Key competencies:

- University degree in international development, political science, international relations or related field;

- At least 5 years’ experience in the area of public sector related development work;

- Extensive experience from working with public administration and development in a post conflict administrative setting

- Experience of working in the MENA region, preferably in Libya

- Fluency in Arabic and a necessary requirement

 

Other relevant information:

The contract will be for a period of 6 months, starting on 1 November 2016 and expiring on 1 May 2017.

The consultant is anticipated to spend 120 days in Tripoli and 6 days in Tunis, Tunisia.

Travel:

1 trip from home base to Tunis and return.
