OVERVIEW OF THE POSITION

The projects, focusing mainly to provide assistance to vulnerable migrants stranded inside Libya and to promote stability in Libya’s southern regions, are designed to provide alternatives to irregular migration across the Mediterranean and foster community stabilization and good coexistence of displaced, migrants and host communities in the South of Libya. The projects provide assistance to stranded migrants, Internally Displaced Persons (IDPs) and hosting communities, contributing to confidence building and mitigating tensions between IDPs, migrants and hosting communities, particularly in the Southern region, being a platform for community stabilization and migrants’ humanitarian assistance. Specifically, the projects will set basis for communities engagement, dialogue, service delivery and capacity building through restoring essential services and infrastructure, in the same time ensuring robust community engagement to include community participation, to establish and operate centers for family and recreational activities, including the provision of psycho-social support; to provide livelihood support and support income generating activities to the most vulnerable families from IDP and/or local host communities; to support peace processes through dialogue and capacity building of local civil society actors, NGOs and local authorities.

 

GENERAL FUNCTIONS

Role objective:

Under general guidance of the Chief of Mission (COM), the Senior Operations Officer, Community Stabilization Project Manager and under the direct supervision of the Community Stabilization Operations Officer, the National Project Operations Assistant will be responsible in providing assistance and ensuring that implementing partners are on track with their action plan.

 

Expected output:

Support the Project Manager, Community Stabilization Operations Officer in planning and managing the IcSP and Community Stabilization Project portfolio in close coordination with relevant Project partners, such as governmental authorities, national and international agencies and diplomatic missions, working groups and partner NGOs.

Provide technical inputs for the effective implementation of the projects through developing work plans, objectives, and plans for monitoring and evaluation of the process, and resolving all challenges that arise in the process.

Identify risks and challenges to the ongoing operations of the projects and provide advice to the Project Manager and Community Stabilization Operations Officer and implementing partners on mitigation strategies.

Provide update to the Project Manager and Community Stabilization Operations Officer on progress and, where relevant, additional needs in relation to the project implementation and follow up activities.

Assist in liaison work with the government officials with the aimed at fostering closer working relationship in the implementation of the community stabilization activities and increase the assistance.

Assist in the effective implementation of the overall Community stabilization activities and other livelihood program activities in the Gatrun area of responsibility in order to ensure the delivery of planned assistance to the beneficiaries within the timeframe.

Monitor the performance of Implementation partners, including financial tracking, information management and reporting.

Conduct regular field visits and provide recommendations for effective and efficient implementation of the activities.

Support Community Stabilization Operations Officer in ensuring that synergies are built with active programs in Libya in order to synchronize all the activities carried out under different service areas.

Assist the Community Stabilization Operations Officer in developing project documents, forms and tracking tools.

 

Support Community Stabilization Operations Officer in ensuring that standard procurement, logistics and financial procedures are duly applied in the implementation of the community stabilization project.

Explore cooperation and partnership with private sector to pull additional resources for the project and also facilitate the external referral mechanism.

Coordinate with partners in the development and implementation of the capacity building activities for staff, beneficiaries, community structures members and government institutions staff related to community stabilization.

Coordinate with partner NGOs, community representatives and local government officials the preparation and implementation of the basic infrastructure activities.

Coordinate and plan the collection of successful stories of the beneficiaries and share with PI unit.

Perform other such duties as may be assigned.

ESSENTIAL EXPERIENCE

Education:

§  Bachelor's degree in Business Administration, Communications, International Relations, Political Science, Computer Science, or an equivalent combination of relevant training and field experience..

 

Work experience:

§  Minimum of 4 years of demonstrable relevant Project Coordination experience.

 

Geographical experience:

§  Minimum of 5 years of experience in Africa with local experience in Gatrun is an advantage.

 

Languages:

§  Fluency in Arabic and English are essential.

Experience in an international, humanitarian/development organization an advantage
