The Stabilization Facility for Libya (SFL) is an immediate stabilization initiative that provides quick rehabilitation of critical infrastructure, and enhances the engagement between the central government and municipalities. The Stabilization Facility will repair light infrastructure within the conflict affected areas to reverse the physical disruption caused by the conflict, and enable the reopening of key services at the municipal level.  It may also support quick recovery of businesses that are critical to the survival of whole communities through rehabilitation and provision of equipment.


The Stabilization Facility will undertake rehabilitation of light infrastructure and critical businesses destroyed by conflict in East, West and South Libya.


The project will support the following types of infrastructure rehabilitation:

• key public infrastructure including clinics, hospitals, schools and police stations and government buildings;

• rehabilitation of waste water treatment facilities, and water networks;

• rehabilitation of power stations, electricity networks, power grids and other destroyed electricity infrastructure;

• Rehabilitation of roads and bridges;

• Rehabilitation of small businesses that are critical to the community (e.g. bakeries).


The project will also require provision of equipment that will complement the works, including:

• Provision of equipment including alternative electricity sources.

• Provision of equipment to small businesses being rehabilitated.


The first step of the project will be to undertake a participatory rapid needs assessment in the first three locations where the Stabilization Facility will start working in, including a location in the East, West and South Libya.



Role objective:



• To support liaison between the Ministry of Planning, as SFL focal point nationally, and Municipalities, particularly on the logistics and communications of the delivery of SFL support.




• To support the Ministry of Planning and the Delivery Unit in their roles in the SFL, in particular in their liaison with Municipalities on the logistics of delivering SFL equipment and on the communication of those deliveries;

• To liaise with procurement and other relevant units of UNDP in Tunis and Tripoli offices; and,

• To support logistics of delivery, keeping SFL management fully briefed.


Expected output:

1. The Municipal Liaison Officer role includes:

a. Developing, with the Ministry of Planning (MoP), the Delivery Unit (DU) and SFL HQ, a detailed logistics plan for the clearance, reception, acceptance, storage, and transfer of SFL equipment supplies for Municipalities;

b. Developing, with the MoP and the DU, a programme of liaison with Municipalities on delivery logistics, and a network of Municipality contact points for logistics planning, keeping SFL coordinators fully briefed and consulted;

c. Establishing, with MoP, DU, Municipal focal points and SFL coordinators, a joint logistics plan for the transfer of items to Municipal ownership, and their onward delivery to Municipal use;

d. Agreeing, with MoP, DU, PC Communications teams in Tripoli, Municipal communications focal points, SFL coordinators, and the UNDP Communications Advisor in Tunis a communications plan to accompany the logistics plan;

e. Supporting MoP and DU, helped by the PC communications team and SFL photographers / videographers, in securing excellent coverage of transfers of SFL-funded items;

f. Reporting regularly to MoP, DU, SFL coordinators, and SFL team at HQ, on progress with the logistics and communications plans.

2. The Municipal Liaison Officer will work closely with the other members of the SFL communications team, and the communications teams of the PC and GNA, to ensure that the messages communicated reflect the key messages agreed for the SFL.

3. (S)he will be expected to meet any other lawful requirements and comply with any other lawful instructions from the SFL Manager or his designated alternates.


Project reporting:

The Municipal Liaison Officer will report to the MoP Director of International Relations for practical operations, to the UNDP Communications Advisor for communications issues, and to the SFL Manager for policy and administrative requirements.


Team management:





§  Master’s degree or equivalent plus at least 5 years’ relevant experience, or Bachelor’s degree and at least 7 years’ relevant experience, or at least 10 years’ relevant experience.


Work experience:

§  Minimum of 5 years of demonstrable relevant Civil Society & NGO’s experience and/or minimum of 7 years of demonstrable relevant Community Development experience.


Geographical experience:

§  Minimum of 10 years of experience in Africa with local experience in Tripoli is an advantage.



§  Fluency in Arabic and English are essential.


Key competencies:

The contract will be for six months initially, subject to the continued relevance of the post and the fate of the SFL.

The contract may be extended if needed based on good performance.


Other relevant information:

The consultancy will be based in Tripoli with travel within Libya to the selected project locations.

Travel within Tripoli will be in the consultant’s private vehicle, and the consultant will provide her/his own accommodation.  Transport to other project locations in Libya may require armoured vehicles, depending on discussions between the consultant and the UNDP FSO.  Travel to Tunis will be by scheduled flights or UN aviation depending on availability and cost.

  • Demonstrated ability to support liaison between levels of Government in service delivery;
  • Demonstrated ability to plan and manage the logistics of project equipment supply;
  • Demonstrated ability to plan and deliver communications opportunities around service delivery; Experience of working in Libya is essential, and experience of working with UN agencies would be an advantage.
