Administrator in Misrata Sub-delegation

The delegation of the International Committee of the Red Cross (ICRC) in Tripoli is pleased to announce a job opening for the following position: 


 Administrator in Misrata Sub-delegation

 

Main responsibilities:

 Finance: Under the supervision of his/her hierarchy, organises, conducts and follows up on financial activities in the Misrata area of responsibility (AoR) in line with the ICRC principles and standard working procedures. Is the focal point for all contacts and relations with interlocutors of different degrees in Misrata (bank, landlords, lawyer, tax office, labour office etc.)

Bookkeeping: Enters transactions into the ICRC accounting system on daily basis, prints vouchers, and reconciles cash books. Ensures that all supporting documents for all payments are in place, enters the expenses in the accounting, prints the vouchers and attached it to the documents

Monthly Accounting Closure: Checks and compiles all vouchers and ensures that all necessary documents are attached, signatures or electronic validation of the stickers and the vouchers completed and correspond to the delegation financial rules Liaises with his/her counterpart in Libyan Red Crescent Society (LRCS) for reconciliation between ICRC and LRCS accounting

Human Resources: Applies, explains and ensures the respect of staff regulations, code of conduct and ethics and HR policies and procedures in Misrata Sub-Delegation. Prepares and renews employment contracts, renewal of residency, exit entry visa for the non-Libyan resident staff and other works related to the labour & immigration office. Supports the HR Responsible on the organization of the appraisal exercise & facilitate recruiting process (Organizing the interviews, organizes the CV’s, advices the Head of Sub-Delegation and coordinator).  Follows-up and records the holiday balance and other absences of employees and sends it to HR Responsible in TRI on monthly basis. Ensures that salaries in Misrata are paid on time & records and monitors salary advances or loans and are reported to Human Resources responsible in Tripoli on monthly basis.

Medical invoices: Explains ICRC health self-insurance procedures to employees ensures that the self-insurance procedures are followed and implemented & records all medical reimbursement to employees to avoid over-reimbursements.

Premises: Stays informed on the market evolution, keeps records and informs the Administration & Finance Manager and Head of Sub-Delegation (HoSD). Coordinates with management (owner) of ICRC premises and ensures the necessary paperwork and follow-up. Ensures proper maintenance of the premises and regular update of the inventories, including residence equipment inventories. Ensures that mechanisms for stock (i.e. coffee-break items, office consumables, cleaning products, etc.) control are in place

 Team Supervision: Develops and maintains a pleasant working atmosphere with colleagues and superiors and participates in conflict management. Supervises the admin team and makes their yearly appraisals.

 

 Required background, skills and experience:

 

  •  University degree, preferably in business and/or administration

 

  •  4 years' work experience in a similar function

 

  •  Very good computer skills

 

  •  Arabic native with excellent oral and written communication skills in English

 

  •  Rigorous and trustful person

 

  •  Excellent organizational and methodical abilities, sense of initiative and pro-activeness

 

  •  Service-oriented, with a strong sense of priorities and flexibility

 

  •  Very good communication skills.

 

  •  Exemplarily

 

  •  Interest for humanitarian activities (especially ICRC's).

 

  •  Management skills
