The projects, focusing mainly to provide assistance to vulnerable migrants stranded inside Libya and to promote stability in Libya’s southern regions, are designed to provide alternatives to irregular migration across the Mediterranean and foster community stabilization and good coexistence of displaced, migrants and host communities in the South of Libya. The projects provide assistance to stranded migrants, Internally Displaced Persons (IDPs) and hosting communities, contributing to confidence building and mitigating tensions between IDPs, migrants and hosting communities, particularly in the Southern region, being a platform for community stabilization and migrants’ humanitarian assistance. Specifically, the projects will set basis for communities engagement, dialogue, service delivery and capacity building through restoring essential services and infrastructure, in the same time ensuring robust community engagement to include community participation, to establish and operate centers for family and recreational activities, including the provision of psycho-social support; to provide livelihood support and support income generating activities to the most vulnerable families from IDP and/or local host communities; to support peace processes through dialogue and capacity building of local civil society actors, NGOs and local authorities.



Role objective:

Under the overall guidance of the Chief of Mission (COM), and under the direct supervision of the Senior Operations Officer (SOO), the Field Coordinator – Tripoli will be accountable and responsible for providing overall coordination of all the field operations of the Libya Programme.


Expected output:

Coordinate and promote all client activities in Tripoli Area of Responsibility (AoR) with the national authorities, diplomatic corps, national and international agencies, governmental and private Donors, non-governmental organizations (NGOs) and other partners.

Coordinate and support all client’s operational activities in Tripoli AoR, identifying problems in programme implementation and proposing adequate solutions to the CoM and SOO.

Coordinate and train national staff in the Tripoli AoR.

Monitor, assess and evaluate the delivery of programmes in the AoR, and ensure timely reporting. Draft narrative progress reports of projects implemented in the AoR, in collaboration with the IPs in Libya and Project Development and other relevant project staff.

Identify, assess, and develop relevant programme opportunities in Libya of interest to the Government of Libya in areas of competence of the client’s project in coordination with the CoM, SOO and Project Development Officer (PDO), and provide significant input/contributions to the development of project concept papers and proposals.

Liaise with private sector investors in Tripoli AoR to identify areas of common interest and conduct joint activities with a view to forging project implementation partnerships to further the companies' Corporate Social Responsibility and Investment Strategies.

Liaise with the SOO, Resource Management Officers (RMO), PMs regarding the procurement and service request, in order to consolidate overall Missions' procurement /service requirements and optimize purchasing power aimed at ensuring an appropriate, efficient and transparent use of funds.

Monitor the political and security developments throughout the country and provide regular analysis and discussion with the senior management team.

Seek to increase the communication and coordination of local Libyan government

Officials with local community members and groups in the implementation of projects.

Perform such other duties as may be assigned.

·         Bachelor's degree in Business Administration, Communications, International Relations, Political Science, Computer Science, or an equivalent combination of relevant training and field experience.


Work experience:

·         Minimum of 4 years of demonstrable relevant Project Management experience.


Geographical experience:

·         Minimum of 3 years of experience in Africa with local experience in Tripoli is an advantage.



·         Fluency in English and Arabic are essential.
