Administrative Assistant (Premises & Accountant) in Misrata Sub-delegation

 The delegation of the International Committee of the Red Cross (ICRC) in Tripoli is pleased to announce a job opening for the following position:  


Administrative Assistant (Premises & Accountant)  in Misrata Sub-delegation


Main responsibilities:

 Selection of new premises: Follows up and updates the administration about the real estate rental market in Misrata. Identifies premises in Misrata, according with administration needs, contact the owners, looks for locations, and negotiates prices and general conditions always looking for ICRC interests. Prepares & renews lease agreements in Misrata upon request, respecting ICRC procedures and standard lease condition as well as Libyan laws.

Daily property management: Supervises and evaluates the cleanliness of ICRC premises in Misrata .Controls and ensures the accuracy and updated the inventory of all premises. Controls and supervises the maintenance stock with bin cards and physical controls (regular monitoring, not only at the end of the year) Ensures a proper management of keys (inventory, labelling, signed control form, key cabinet in a secure place) Ensure that safety measures are put in place (gloves for cleaning ladies, chemical products properly marked and stored in a locked place, etc.)


Passive Security: Assures passive security set-up of premises (e.g. fire extinguishers, smoke detectors, escape/exit ways, assembly points, identification, equipment and marking of safe areas and strong room(s) Assures the appropriate set-up of a back-up office in support of the Head of Sub-Delegation (HoSD)’ security management. Contributes to the contingency plan

Finance: Handles the Cash bookkeeping of Misrata Sub-Delegation. Controls and processes financial data on the ICRC bookkeeping accounting software (SUN system) such as preparation of vouchers, statistics, bank reconciliations, cash reconciliation, correction vouchers, monthly closing, etc.. in accordance with the ICRC financial regulations . Responsible for the monthly closing. Prepares and centralizes the relevant accounting documents, duly stamped and approved, to be sent to Manila via LSU office in Tunis. Receives from the cashier the daily cash position report and supporting documents then checks the accuracy and completeness of the documents. Independently perform monthly accounting closing in accordance with Finance and Administrative Manual. Determines and communicates exchange rates at the beginning of every months and enters Time Reporting for all staff in Misrata.


Staff Management: Manages, prepares job description, working schedule and performs the yearly appraisals of the domestic staff, security guards and technical employee in the Sub-Delegation. Assures the quality of work by security guards, domestic staff and technical employee and the continuity of their services as well as proper holiday/replacement management. Develops and maintains a pleasant working atmosphere with colleagues and superiors and participates in conflict management.


 Required background, skills and experience:

F  High school degree

F  2 years' work experience in a similar function

F  Good computer skills

F  Arabic native with good oral and written communication skills in English

F   Excellent organizational and methodical abilities, sense of initiative and pro-activeness

F  Service-oriented, with a strong sense of priorities and flexibility

F  Good communication skills.

F   Interest for humanitarian activities (especially ICRC's).

F   Management skills

F   Good analytical skills
