Health Officer (Libyan Nationals Only)

The IRC is currently starting its operations in Libya with emergency and reproductive healthcare programming targeted at the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas.  According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies.  There are significant gaps in the response, according to Libya’s Ministry of Health (MoH), the Libyan Red Crescent, UN agencies, and international NGOs.

IRC’s emergency team in Libya has the specific goal of reaching those in the hardest hit areas to beneficiaries of all ages and gender, both Libyans and third-country nationals. The emergency health activities will be focused on supporting essential primary health care. The reproductive health activities will specifically target women and girls.  IRC’s emergency team is engaging local communities and empowering them to ensure they have equal access to health services while mobilizing outreach clinics to maintain proximity to the people in need.   

Job Overview/Summary:

Under the supervision of the Emergency Health Coordinator (EHC), the Health Officer (HO) will liaise with the MoH, local partners and authorities to insure the good implementation of the health activities.

Major Responsibilities:

  • Ensure regular coordination with the Ministry of Health and supported health facilities. Work as the liaison person between International Rescue Committee and the health facilities supported, through the Ministry of Health and local health authorities.
  • Ensure an appropriate assessment of the health facilities is supported and document needs in terms of essential drugs supply, training and any other area that can be supported by IRC.
  • Work with EHC to develop of framework and procedure to monitor implementation of health projects activities.
  • Support the EHC in defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
  • Support project/program staff on ways to properly document, organize and capture program progress.
  • Draft tools and their revisions as well as data collection procedures under the supervision of the EHC (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals etc…)
  • Support all M&E initiatives including monitoring data quality for the project
  • Review data in projects database to ensure accuracy, completeness and consistency
  • Ensure timely collection and submission of data collection forms including mobile data
  • Perform regular field visits to ensure quality of data collected by program staff and to verify the accuracy of reported data.
  • Work with the Emergency Health Coordinator to develop and implement appropriate tools for drugs consumption monitoring in the supported health facilities.
  • Regularly monitor and prepare reports on proper and effective usage of commodities and supplies received through IRC.
  • Work with the Emergency Health Coordinator to identify potential local partners, through assessment of their capacities to implement program activities in different location, according to identified needs.
  • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct.
  • Ensure submission of regular (monthly) reports and inputs to the Emergency Health Coordinator and/or program management team in a timely manner.
  • Any other tasks by the Health Coordinator, Program management team, in liaison with the progress and the needs of the Operation.

Position Reports to:  Emergency Health Coordinator
Position directly supervises: None 

Indirect Reporting: Acting Deputy Director for Programs

Internal: Health team, Safety and Security Advisor, Deputy Field Director, and Finance Controller

External: NGO representatives, MoH staff

 

Job Requirements

  • University degree in Health Science, or any related field.
  • Previous working experience in health programs, preferably with an INGO.
  • Strong skills in drugs consumption monitoring.
  • Experience in dealing with local authorities and good understanding of the national health system.
  • Computer skills (Microsoft Office, Excel and power point),
  • Excellent report writing, communication and analytical skills.
