Cooperation Field Officer position based in Misrata Sub-Delegation Office

The International Committee of the Red Cross (ICRC), Libya Delegation is recruiting a Cooperation Field Officer  in its office in Misrata, Libya. The field officer is an integral member of the cooperation team assigned to the cooperation department.  He/she is primarily responsible to establish/maintain close contacts/relations with the Libyan Red Crescent Society (LRCS) in the assigned area of responsibility in order to generate, facilitate and support joint operational activities of the ICRC structure with the national society related to Cooperation operational matters.

 

Main responsibilities:

 

Liaison with Libyan Red Crescent Society (LRCS): Actively promotes and contributes to the Libyan Red Crescent Society ( LRCS)  operational capacity development in line with the ICRC cooperation policies/strategies for Support to National Societies under supervision of the Cooperation Coordinator and in close coordination with the cooperation team management of the ICRC structure to which he/she is assigned to. Contributes to the analysis, planning, management, reporting and monitoring of cooperation and other ICRC activities, such as i.e. Economic Security (EcoSec), Health, Communication, Water and Habitat (WatHab) etc. projects with the LRCS according to the related project descriptions. Organizes and attends regular meetings with the LRCS management in the branches under the area of the Sub-Delegation 

 

Specific Activities: Provides the Cooperation team with the relevant information required for the analysis of monthly/quarterly financial expenditure reports of the program. Participates in regular consultations with program and administrative personnel of the LRCS and the ICRC departments regarding implementation/monitoring of LRCS-ICRC joint operations. Performs various office duties as required within the cooperation department such as preparation of internal PO (procurement order) and RO (requisition order) in close coordination with the cooperation team.           Provides supports/assistance to ICRC technical departments in via building an interactive, frequent, transparent and trustful healthy relationship with their counterparts at the LRCS branches for smooth implementation of joint projects. Closely follows up the finance -relate issues of with the LRCS and provides updates to the Cooperation Coordinator.            Follows up activities of the LRCS, The Federation and other stakeholders supporting national society (NS) programs and keeps informed the cooperation coordinator and the Head of Sub-Delegation. Contributes to the preparation of Cooperation weekly operational report (WoR), PfR (annual planning tool) problem analysis, and budget calculations and other reports. Keeps up to date the branch profiles, electronic and paper filling in relation to the Cooperation department at the Sub-Delegation. Is responsible for record keeping and filling institutional and other important documents.

 

General Activities: Participates independently and/or upon guidance of hierarchy with the direct supervisor in training activities provided for the ICRC staff and LRCS related to capacity building when needed.  Provides support to Cooperation colleagues in other duties as required e.g.i.e. translation of documents, organising training, etc. Interprets and translate accurately from English to Arabic and vice versa, as required. Registers and treats information (general and specific) accurately and with confidentiality. Maintains regular contacts with the LRCS and exchanges information as required. Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and LRCS and shares relevant information with his/her direct supervisors and colleagues & reports events and changes within the region that could have an impact on ICRC's activities. Acts as Cooperation reference point during delegate's/supervisor's absences.

 

Required background , skills and experience:

 

§  University degree

§  2 - 4 years’ work experience in a similar field

§  Very good knowledge of written and spoken English / Arabic

§  Very good computer skills

§  Good knowledge of the geographically assigned environment

§  Very good analytical skills

§  Team leadership skills

§  Interest for humanitarian activities (especially ICRC's).

§  Excellent organizational and methodical abilities, sense of initiative

§  Service oriented with a strong sense for setting of priorities and flexibility.
