Communication Field Officer position based in Sabha

The International Committee of The Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.


 The International Committee of the Red Cross (ICRC), Libya Delegation is recruiting a Communication Field Officer in its office in Sabha, Libya. The field officer will contributes to the better understanding of ICRC’s operational environment in Sabha through media monitoring, environment scanning, operational communication and regular analysis. He/She will strengthen outreach and maintain contacts with local media agencies/ Libyan Red Crescent Societies (LRCS) Communication focal points in Sabha’s Area of Responsibility (AoR). He/She will also contributes to the development and production of communication tools and material with the support of the head of the structure/ technical manager.


Main responsibilities:


Operational Communication: Develops and maintains contacts with all Libyan Red Crescent Societies (LRCS) in the South to identify opportunities to support communication counterparts of the Libyan Red Crescent Societies (LRCS) Sabha branch and branches in their respective areas of operation so as to promote both joint ICRC-LRCS activities, and their own (LRCS) activities. Organises with support of the management- communication sessions and training independently for Libyan Red Crescent Societies (LRCS) volunteers on ICRC mandate, activities as well as basic International Humanitarian Law (IHL). Provides Libyan Red Crescent Societies (LRCS) branch in Sabha with relevant ICRC publications for further distribution in their Area of Responsibility (AoR). Contributes to the development of tools and material to support operational communication, such Q&As, key-messages, speaking points, Power Point slides, flip-charts, and any other tools deemed suitable for the target populations in the area of responsibility


Production (Audio Visual): Pro-actively contributes to the production of communication support material (Photos and video) in Sabha’s Area of Responsibility (AoR). Liaises with other departments to seek out and identify opportunities to highlight ICRC activities as well as humanitarian situation in Sabha’s Area of Responsibility (AoR). Establishes a list with local media, camera men and photographers in Sabha’s Area of Responsibility (AoR) through outreach and networking.

Media Monitoring, Analysis and Networking: Contributes to the monitoring, analysis and reporting on the environment, and especially on perceptions towards the ICRC and related issues (emblems, humanitarian principles, action and organisations, security, etc). This monitoring and analysis is done through a daily environment scanning, a monthly analysis as well as timely updates and alerts on recent developments.    Contributes to strengthening the ICRC’s media network in the South through proactive outreach and networking with local media outlets (print, TV and radio).


Publications : Ensures the availability of a sufficient and relevant communication material stock for the external use of the Office (ICRC publications, AV material and promotional items) and supervises their distribution to relevant target audiences and interlocutors as deemed appropriate Communication storeroom, stock management and re-ordering material etc.




Required background and experience:

§  University degree

§  2-4 years' work experience in a similar function

§  Excellent communication skills.

§  Confirmed capacity to analyse the political and social environment

§  Arabic native with excellent oral and written communication skills in English

§   Very good analytical and writing skills

§   Very good computer skills, including Ms Word, Excel and Power Point.

§   Experience in using collaboration tools and platforms, Share Point, Internet, etc.

§  Excellent organizational and methodical abilities, sense of initiative and pro-activeness

§  Service-oriented, with a strong sense of priorities and flexibility

§  Interest for humanitarian activities (especially ICRC's).
