BACKGROUND

 

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. It also has a mandate to help stateless people. In more than six decades, the agency has helped tens of millions of people restart their lives.

 

1. Organizational Context

 

The Protection Associate normally reports to the Protection Officer or the Senior Protection Officer. The Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern and identify opportunities to mainstream protection methodologies.

 

S/he provides counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's refugee status determination procedures and their legal rights and obligations, including towards the host authorities, and the status of the processing of their refugee problems. In discharging these responsibilities, the Protection Associate liaises closely with Registration, Community Services, Resettlement, and other Protection staff.  The Protection Associate will also be responsible for conducting research on the country from where the refugees are coming which is related to refugee status determination and maintaining the Operation's local repository of relevant information, guidelines and standards.  S/he may also assist in drafting refugee status determination Assessments, and also in drafting related correspondence and reports. The Protection Associate will also provide interpretation and/or translation services in cases for which s/he has the required language competencies.

 

The Protection Associate ensures that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

 

2. Accountability:

·          The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles.

·          UNHCR’s refugee status determination procedures are implemented in accordance with relevant UNHCR standards and policies, including policies related to age, gender, and diversity mainstreaming (AGDM). 

·          The participation of persons of concern is facilitated through continuous assessment and evaluation using participatory, rights and community based approaches.

-           Persons of concern have fair and transparent access to the refugee status determination procedures.

-          Fraud in the refugee status determination process is identified and appropriately addressed.

 

3. Responsibilities:

·         Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.

·         Assist in conducting eligibility and status determination for persons of concern. Provide counselling to, and respond to queries from, asylum seekers and refugees, including in the context of the notification of refugee status determination decisions

·         Maintain accurate and up-to date records and data related to all work on individual cases.

·         Contribute to measures to identify, prevent and reduce statelessness.

·         Contribute to a country-level child protection plan as part of the protection strategy.

·         Manage individual protection cases including those on SGBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents.

·         Assist in identifying durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement.

·         Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.

·         Assist in preventing and identifying fraud in RSD through oversight, advice and guidance to UNHCR staff, partners and persons of concern.

·         Systematically apply an age, gender and diversity (AGD) perspective in the performance of assigned functions. Conduct research on country of origin information (COI).

·         Assist in monitoring refugee status determination trends and in compiling and analysing statistics related to refugee status determination case processing.

 

4. Authority

·         Prioritize persons of concern for interview, counselling and propose protection support for individual cases.

·         Enforce compliance of local implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.

·         Refer individual cases to other functional units in the Operation and/or external partners for appropriate follow-up, in accordance with established criteria.

·         Counsel individual asylum-seekers on the reasons for refugee status determination decisions, in accordance with the standard operating procedures.

 

5. Essential Minimum Qualification and Professional Experience Required:

 

·         Completion of Secondary School and advanced training/certification in social work or in International Law, Political Science or related field is required.

·         Minimum 6 years of relevant professional job experience

·         Research and analytical skills.

·         Excellent oral and written communication skills.

·         Fluency in Arabic and English and working knowledge of another relevant UN language, preferably French.

7. Desirable qualifications & Competences

 

-          Working experience with procedures and principles related to Refugee status determination.

-          Knowledge of International Refugee Law and Human Rights Law and ability to apply the relevant legal principles.

-          Experience in counselling asylum seekers or refugees.

-          Experience in working with vulnerable or traumatized individuals.

-          Good computer skills.
