OVERVIEW OF THE POSITION

Libya is experiencing significant political conflict, insecurity and economic challenges five years after the 17 February 2011 Revolution. The Government of National Accord (GNA) is facing a set of daunting political, security and economic challenges. To mitigate against political polarization, violence and the threat of terrorism, tangible improvements that positively impact the livelihoods of the Libyan population are urgently needed.

 

With an institutional apparatus that has been eroded for over four decades the support of the international community is vital for the government to successfully meet the expectations of the public.

 

Over the past five years the international community has supported Libya to rebuild its country and ease the hardship of the population.

 

To further improve development outcomes and effectiveness the Prime Minister has decided to establish a Prime Minister’s Delivery Unit (PMDU). The PMDU will be a small and flexible entity that will focus on the implementation and delivery of top policy priorities. Specifically, the PMDU is anticipated to:

 

·         Provide a mechanism for “rapid response” that will help advance suddenly emerging policy opportunities.

·         Improve the review and monitoring of progress and achievements in priority sectors and projects.

·         Effectively hold Ministers and senior officials to account for delivering the government's key priorities.

·         Communicating the government’s delivery priorities and achievements.

 

In order to realize the above objective, the United Nations Development Program (UNDP) has been tasked to assist the Office of the Prime Minister to establish and populate the Unit by recruiting required technical expertise.

 

GENERAL FUNCTIONS

Role objective:

The overall responsibility of the PMDU National Communication Officer will be to assist the International Communication Officer in realizing the Prime Minsters Communication goals. Specifically, the PMDU National Communication Officer will:

 

·         Assist the establishment of a system for effective information gathering, compilation, distribution, communication, promotion and advocacy to improve the overall visibility, buy-in and Libyan ownership of ongoing and planned initiatives under the Office of the Prime Minister.

·         Support the collection of a wide range of written and electronic information pertaining to programs and project initiatives and achievements under the PMDU.

·         Assist in the preparation of reports, policy briefs, newsletters, videos, and social media activities pertaining to the initiatives and achievements under the PMDU.

·         Facilitate interaction with the press and assist in organizing meetings between the media and the Prime Minister when called for.

·         Assist in preparing media monitoring briefs to the PMDU Coordinator on media coverage of the delivery unit initiatives.

·         Assist the International Communication Officer coordinate with the Prime Minister Press office on preparation and delivery of key messages of PMDU achievements.

·         Support the documentation, and broad dissemination of findings and lessons learned into a knowledge management policy paper which will provide information about the Libyan PMDU experience, the application of the PMDU methodology more broadly, and it’s potential to be used in other post conflict countries.

 

Also the Communication Officer will be responsible to support the International Communication Officer produce a monthly delivery report on the Prime Minister’s Communication priorities, which will:

 

·         Provide the PMDU Coordinator with a succinct update on progress against key communication priorities over the reporting period.

·         Clarify and highlight anticipated communication achievements for key PMDU priorities over the coming month.

·         Identify key communication related actions that select Ministries need to take to realize key PMDU priorities.

 

Expected output:

·         Day to day oversight and supervision of the National PMDU Communication Officer will be carried out by the International Communication Officer. The national PMDU Communication Officer will submit end of monthly progress reports with detailed time sheets, as well as end of mission progress report following completion of the assignment to the PMDU Communication Officer and the Project Manager, UNDP Political Dialogue project.

·         Assist in the establishment of a system for effective information gathering, compilation, distribution, communication, promotion and advocacy to improve the overall visibility, buy-in and Libyan ownership of ongoing and planned initiatives under the Office of the Prime Minister established.

·         Assist the International Communication Officer produce the Monthly delivery report's.

·         Assist the International Communication Officer submit a knowledge management policy paper to the PMDU Coordinator for approval.

·         Assist the International Communication Officer prepare a final report that outlines progress against key priorities over the period of the assignment, with challenges and lessons learnt for the communication efforts under the PMDU and submit it to the PMDU Coordinator for approval.

 

Project reporting:

This role reports to the International Communication Officer.

 

Team management:

This role does not have team management responsibility.

 

ESSENTIAL EXPERIENCE

Education:

·         Bachelor's degree in Communication, journalism, or other related field.

 

Work experience:

·         Minimum of 7 years of demonstrable relevant Media & Communications experience.

 

Geographical experience:

·         Minimum of 7 years of experience in Africa with local experience in Tripoli is an advantage.

 

Languages:

·         Fluency in English and Arabic are essential.

 

 

Key competencies:

·         University degree in Communication, journalism, or other related field.

·         A minimum of 7 years work experience in the field of communication, preferably in post conflict settings in the MENA region.

·         Experience in providing communication advice to public sector decision makers in Libya.

·         Experience liaising with bilateral and multilateral donors a distinct advantage.

·         Fluency in Arabic a must, strong knowledge of English a distinct advantage.
