Safety Manager

The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations Humanitarian Response Plan for 2017, 1.3 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya which aims to provide life-saving medical care, medicines, and medical supplies to Libyans and non-Libyans and in doing so strengthen the capacity of the Ministry of Health. At present, the IRC is conducting these activities in Misrata.

 

The Safety Manager is a key member of the IRC’s operations team in Libya. He or she will responsible for the following:

 

·          Ensuring that safety management plans and protocols are updated and implemented.

·         Prioritizing staff safety and ensuring that staff are always aware of their surroundings.

·         Ensuring that Managers and Supervisors are regularly briefed about the security situation.

·         Working with IRC colleagues from Programs and Supply Chain to facilitate and enable operations.

·         Remaining always positive and constructive, contributing to healthy environment within the team.

 

RESPONSIBILITIES:

 

·         Assist in dynamically assessing and evaluating the level of risk for staff and areas of operations.

·         Perform regular security risk assessments (field locations/desk).

·         Ensure staff comply with country safety management plans and standard operating procedures (SOP).

·         Stay connected to the local safety situation on a daily basis through all relevant channels.

·         Liaise with local entities when required.

·         Liaise with the Field Coordinator on access and movement issues inside Libya.

·         Maintain confidentiality while assisting on issues of potential safety breaches.

·         Deliver weekly briefings to teams.

·         Ensure the team has situational awareness throughout their working environments in Libya.

·         Continually assess safety management practices versus the reality on the ground.

·         Ensure the safety of IRC premises is higher than standard.

·         Inform supervisor and relevant staff of important developments affecting overall safety in country.

·         Identify and implement mitigation measures to reduce risk.

·         Translate material when required.

·         Perform other duties as assigned.

 

REQUIREMENTS:

 

·         University degree in relevant field and at least 2 years of post-graduate work experience in a relevant field, such as logistics or humanitarian operations.  

·         Exceptional organizational, interpersonal, and communication skills.

·         Strong computer competency with word processing, spreadsheets, databases, and other IT skills.

·         Strong organizational and leadership qualities and willing to exercise initiative.

·         Willingness to participate and contribute as a team member, under challenging working conditions.

·         Ability to work with little supervision.

·         Ability to travel within Libya and to Tunisia (for short visits) when required 

·         Fluency in Arabic and strong working knowledge of English (oral and written).
