Local Reconciliation Researcher

Overview of position:

UNDP is the UN global development network. It advocates for change and connects countries to knowledge, experience and resources to help people build a better life. UNDP operates in 177 countries, working with nations on their own solutions to global and national development challenges.

In accordance with its mandate under UN Security Council Resolution 2213 (2015), the UN Support Mission in Libya (UNSMIL) has been actively engaged in efforts to mediate a peaceful resolution to Libya's political and institutional crisis and bring an end to the armed conflict. Consultations with a wide range of Libyan stakeholders including parliamentarians, political leaders and various civil society personalities in Libya paved the way for convening the round of UN brokered Libyan political dialogue commencing in Geneva in January 2015.

In the framework of the peace building fund-supported project (towards national reconciliation in Libya), which will assist Libyan national and local authorities, civil society and other partners in their effort to promote an inclusive vision for national reconciliation, and on the basis of the two consultation meetings organized by UNSMIL and UNDP in August 2016 and January 2017, UNDP is working jointly with UNSMIL to take forward local dialogue processes towards a national reconciliation initiative. In this connection, UNDP is seeking to hire a national consultant to conduct research on local reconciliation mechanisms.

Role objectives:

The overall responsibility of the consultant will be to provide a policy-oriented research report on the functioning of local reconciliation processes and mechanisms. The consultant will provide advice and policy guidance to the political division of UNSMIL on the various ways that the local/community reconciliation initiatives could be inter-connected, in a way that would better enhance national reconciliation in the long-term.
This research is part of the project’s first outcome national reconciliation strategy developed through a consultative and inclusive process, allowing for the meaningful and effective participation of youth, women, and groups from across the Libyan society, output 1.3: “Capacity building provided to strengthen the ability of various stakeholders to engage in the reconciliation and dialogue process”.

Expected output:

The consultant will carry out the following activities:

  • Identify, based on the UNSMIL mapping report, key reconciliation processes and analyze, in particular the role of traditional leaders and traditional/informal justice mechanisms.
  • Describe the functioning of those processes (case studies), including the way the agreements were reached, the nature of the agreement, its format, and implementation/follow-up measures.
  • Evaluate these processes and mechanisms from a legal, social, and reconciliation perspective, including with regards to their durability, the inclusion of victims’ rights, and the root causes of the conflicts.
  • Suggest, based on interviews with key relevant interlocutors, concrete ways to improve these processes and link them to national reconciliation efforts through tailored capacity building activities, communication, outreach, and the formation of a network.
  • Consider best ways to integrate youth and women in this effort, while carefully analyzing the challenges that this integration may raise, in particular with regards to elders/traditional leaders.

Project reporting:

The consultants will be reporting to UNSMIL Political Affairs Department (PAD), under supervision of the Project Manager of the National Reconciliation project at UNDP Libya.

Key competencies:

A Bachelor's Degree in Political Sciences, Social Sciences, Law, International Relations, or a minimum of 10 years relevant work experience in lieu of a university degree.

A minimum of 7 years relevant work experience.

Fluency in Arabic is a necessary requirement. Fluency in English is desirable.

Excellent analytical writing and drafting skills.

Previous experience working with the UN or an international organization is an advantage.

Good knowledge of the Libyan political, social, and cultural context, in particular with regards to traditional justice/leaders systems and/or transitional justice.

Team management:

This role does not have team management responsibility.
