OVERVIEW OF THE POSITION

The Libyan Political Agreement (LPA), the formation of the GNA is the necessary step towards restoring state institutions in Libya and providing the environment and opportunity to reinvigorate the process of Libya's democratic transition.

 The LPA laid the ground for the establishment of Government of National Accord (GNA). The international community expressed readiness to support GNA in providing both technical and financial support. The active international community in Libya including multilateral and bilateral agencies has shown interest to provide technical and policy support and advice to GNA.

 The political developments on the ground in Libyan situation brings several additional responsibilities and challenges to state institutions. Currently, Libya faces many difficult challenges – security, political, economic and humanitarian - but change to bring about stability and progress is also possible.

 To meet the expectations of the population, the government institutions need to focus holistically on consolidating peace, security and revitalizing the economy, strengthening good governance and providing basic services. To this effect there is a need to build the capacity of staff working in state institutions to better understand how international organizations operate. This will help bring a common understanding around the operating procedures of international organizations in Libya.

 

GENERAL FUNCTIONS

Role objective:

The objective of UNDP’s Capacity Strengthening Initiative (CSI) programme in Libya is to avail of local, regional and international expertise and technical assistance to national counterparts with the aim of strengthening the national government’s capacities and institutional development for improved public service delivery at the national and local level. UNDP partnered with Ministry of Planning and provide support to line Ministries to improve consistency and efficiency of government development programmes.

 The Libyan Political Agreement (LPA), the formation of the GNA is the necessary step towards restoring state institutions in Libya and providing the environment and opportunity to reinvigorate the process of Libya's democratic transition. The current political environment necessitates to realign the support related to capacity strengthening to state institutions.

 UNDP in partnership with the Ministry of Planning under the GNA, in its capacity as the main government agency responsible for the coordination of development cooperation as well as the coordination of international cooperation has planned to hold a training workshop aimed at building the capacity of the line ministries.

 As part of the UNDP and MOP cooperation strategy, UNDP is seeking to hire a project officer to be deployed under Ministry of Planning Department of International Cooperation. Under over all guidance and supervision of the head of International Cooperation Department in the MOP, the Project Officer will perform:

• Develop, maintain, and intensify contacts with international and local institutions and trainers on issues related to capacities strengthening.

• Prepare and deliver all necessary financial and operational revisions and reports.

• Assist the Senior Project Officer to identify capacity-building needs.

• Draft and provide administrative management and policy support of all related contractual agreements.

• Develop, implement and monitor the Capacity Building program budget including identifying, negotiating and implementing training program initiatives.

 

Expected output:

1. Implement the specified project activities in accordance with approved annual work plans jointly formulated with the beneficiaries.

2. Coordinate and facilitate communications between UNDP and implementing agencies

3. Identify capacity building needs with beneficiaries, draft terms of reference and engage experts for project training workshops, meetings

4. Develop, maintain, and intensify contacts with international and local institutions and trainers on issues related to capacities strengthening

5. Prepare and deliver all necessary financial and operational revisions and reports

6. Assist the Senior Project Officer to identify capacity-building needs

7. Draft and provide administrative management and policy support of all related contractual agreements;

8. Develop, implement and monitor the Capacity Building program budget including identifying, negotiating and implementing training program initiatives.

9. Develop workplans, budgets, reporting

10. Coordinate with MOP, UNDP and Consultants on issues related to contracts, trainings

11. Provide travel assistance to participants in close coordination with other colleagues;

 

Project reporting:

The head of International Cooperation Department in the Ministry of Planning (MOP)

 

Team management:

This role does not have team management responsibility.

 

ESSENTIAL EXPERIENCE

Education:

§  Bachelor's degree in Social Sciences: - Political Science, International Relations, Language, Literature or a related field from an accredited academic institution.

 

Work experience:

§  Minimum of 3 years of demonstrable relevant Civil Society & NGO’s experience.

 

Geographical experience:

§  Minimum of 3 years of experience in Africa with local experience in Libya is an advantage.

 

Languages:

§  Fluency in Arabic and English are essential.
