National Security Sector Focal Point

OVERVIEW OF THE POSITION

§  UNDP is an implementing partner of AMEL project and all activities under this project will be undertaken jointly by UNSMIL and UNDP.  These positions will be home based with some travel to UNSMIL HQ in Tunis. The incumbents will report jointly to the security institution division and the women empowerment section.

§  Amel project is a two-year project that aims to promote women’s participation during the political transition. The engagement with women in the security sector is becoming crucial to allow them to participate in all emerging security structures and actions to start to play a role during the transition.

 

GENERAL FUNCTIONS

Role objective:

§  Historically, Libyan women have been part of the security sector including the police and army. Post the Libyan revolution, there has been significant drop in women’s participation in the security sector. Security is becoming crucial in the current context of Libya including the participation of women in this sector in light of UN Security Council Resolution 1325 on women, peace and security that calls for women’s participation in all transitional processes. Eventually, and very recently there has been a return of some women officials to the security sector though there has been no data on their numbers, positions and tasks.

§  Amel project will recruit 3 Security Sector Focal Points to be based in the following cities in Libya:-

1)       Tripoli.

2)       Benghazi.

3)       Sabha

& who would provide information to support women in the security sector and to facilitate linkages between the project team and key actors in the security sector to foster better integration of women.

 

Expected output:

§  Identify key security sectors in AoR – formal structures.

§  Identify women in key positions in the security sector.

§  Meet with women in security sector to identify their capacity needs and skills development

§  Support in identifying key women in the security sector to benefit from training and capacity building.

§  Monitor the role of women in the respective location in ceasefire efforts.

§  Organize and facilitate meetings for the women’s empowerment section with key security actors.

§  Collect information as required on specific issues.

 

Project reporting:

§  This role reports to the Supervisor.

Team management:

§  This role does not have team management responsibility.

ESSENTIAL EXPERIENCE

Education:

§  Bachelor's degree in Social Sciences and relevant discipline..

Work experience:

§  Minimum of 3 years of demonstrable relevant Security experience.

Geographical experience:

§  Minimum of 3 years of experience in Africa with local experience in Sabha is an advantage.

Languages:

§  Fluency in English and Arabic are essential.

Key competencies:

§  University degree in social sciences and relevant discipline.

§  At least 3 years of experiences with civil society organizations.

§  Ability to communicate orally and in written Arabic.

§  Solid computer skills.

§  Strong networking in the respective location.

§  Knowledge and experience in the security sector.

§  Good knowledge in reporting.

§  Excellent analytical skills.

§  Good computer skills.

§  Excellent organizational skills.

Other relevant information:

Consultant is expected to only work for 36 days spread over 9 months.
