OVERVIEW OF THE POSITION

Five and a half years since the 2011 Revolution, the Presidential Council (PC) and Government of National Accord (GNA) continue to strive to consolidate state authority at the centre of government despite challenges of internal divisions, the protracted political crisis and a daunting series of problems in effectively extending state authority over all Libyan territory, ensuring security, delivering services, and restoring economic growth, while also building public trust. Given the increased tensions resulting from reduced liquidity, basic social service collapse and the aggravation of the humanitarian situation, it is crucial for the credibility of the Unity Government to show the Libyan population that it can deliver on this agenda and ensure the right dividends, rapidly and in the right places.

There is an urgent need to get the Centre of Government (CoG) functioning as soon as possible to deliver necessary services to strengthen national ownership in recovery, rebuild public trust, and reduce vulnerability to protracted crisis. While responding to emergency needs of the population has remained and should remain the priority of the international community, the UN and other agencies, the situation will further deteriorate if CoG institutions are not strengthened. Indeed, the very capacities of humanitarian agencies to deliver humanitarian assistance will continue to be limited by an absence of functioning public institutions vital to the delivery of any humanitarian or public service to the population. Not investing now in public institutions at the centre (and indeed local levels) will hamper the GNA’s ability to carry out essential post-conflict reconstruction activities in the future, including implementing policies needed to strengthen governance and stimulate the economy, delivering social services, restoring security, and rebuilding previously destroyed or crippled infrastructure. Strengthening the resilience of core state institutions at the centre to deliver services will also help the GNA establish itself as the sole holder of legitimate government authority.

The PC has articulated a vision for Libya’s future that clearly prioritizes establishing a comprehensive strategy to assess state institutions and develop a defined restructuring methodology, combating corruption by implementing administrative and financial reform, and improving laws and mechanisms that guarantee budget and governance transparency, oversight and auditing in collaboration with all state institutions. There is need to focus specific attention on the following core functions of the centre: (i) strategic management and prioritization; (ii) coordinating policy; (iii) monitoring and improving performance; (iv) managing the politics of policies; and (v) communicating results and accountability. The GNA has expressed interest in deepening UNDP’s engagement on supporting the centre-of-government strengthen its core governance institutions, mechanisms and processes through the UNDP-SIGOB offer to address blockages in the delivery of key public services and (re)build public trust in government.

 

GENERAL FUNCTIONS

Role objective:

This preliminary mission will focus on delivering on four objectives as outlined below, with an overall goal of preparing a technical proposal for a longer-term engagement based on the priorities of the UNDP and in coordination with the world bank and agencies supporting line ministries, and the interest of the GNA counterparts:

1. To present the components of the UNDP offer on supporting CoG institutional resilience, its operation and the merits to the national authorities of the Presidency Council, the Prime Minister, the Ministry of Planning, and Ministry of Finance as well as United Nations (UNSMIL) and donor counterparts as relevant

2. To begin identifying and assessing capacity needs at the CoG, starting as requested with the PM’s office;

3. To develop a technical proposal and roadmap for UNDP engagement on supporting institutional resilience at the centre of government in Libya, which includes technical support to the Country Office in ways to strengthen effectiveness and functioning of the CoG coordination mechanism, including on prioritisation, time management, knowledge management, information tools and others, which needs to be filled out for the Unity Government to deliver effectively

 Hence, an interpreter will be recruited to assist the SIGOB Team with the interpreting to conduct the assessment is required. The responsibility of the interpreter will be to:

 • Provide the SIGOB Team with interpretation and translation service as and when required during the assignment

• Liaison and the conducting of discussion meetings with PC and relevant ministries

• Organising and translate focus group discussions with enhanced information gathering to add analytical depth of the assessments

 

Expected output:

3 working days - 15/16/17 May 2017

 • Support the SIGOB Team in translation

• Support the SIGBO Team in the coordination and translation/ interpretation of focus groups and discussion meetings with relevant ministries in Libya.

• Support the SIGBO Team to provide any translation and interpretation services as required

 

Project reporting:

SIGOB Team and the consultation with Political Dialogue Project Manager, UNDP Libya Country

 

Team management:

This role does not have team management responsibility.

 

ESSENTIAL EXPERIENCE

Education:

§  Bachelor's degree in English Language, Linguistics, or other related field.

 

Work experience:

§  Minimum of 8 years of demonstrable relevant Translation experience.

 

Geographical experience:

§  Minimum of 8 years of experience in Africa with local experience in Tripoli is an advantage.

 

Languages:

§  Fluency in English and Arabic are essential.

 

Key competencies:

• A university degree in English Language, Linguistics, or other related field of relevance to the assignment;

• A minimum of 8 years work experience with translation and interpretation, preferably in post conflict settings

• Experience working as interpreter at the Prime Ministerial and Ministerial level is required

• Experience in working with government institutions, international organisations (UN/UNDP), and project implementation

• Fluency in Arabic and English
