Grants Specialist-Misrata

Purpose:

The Grants Specialist (GS) plays a critical role in ensuring that project-funded grants are implemented rapidly and effectively, in full compliance with all relevant internal and donor regulations and policies, and via a “hand-in-hand” approach when working with local partners. S/he will participate in procedures relating to grant solicitation and selection, award, implementation, contract monitoring and evaluation, and closeout. The GS will assist with the structuring and implementation of the project’s grant fund and will also conduct research to ensure that individuals and/or organizations that may receive grant funding are capable of implementing a proposal.

Reporting:

The grants specialist will report to the Regional Program Manager (RPM).

Principal Duties and Responsibilities:

  • Assist in the design, development, and implementation of grants in coordination with the Chief of Party (COP), Deputy Chief of Party of Programs (DCOP), Regional Program Director (RPM), Program Director, Program Development Officer (PDO), Procurement Specialist (PS), and all other relevant staff to ensure the achievement of intended results and compliance with all relevant policies and procedures.

  • Assist with the analysis of grant budgets and cost estimates for reasonableness and consistency; setup the financial monitoring of grant activities; oversee the implementation of grant agreements; and manage the closeout of the grant agreement.

  • Advise and assist the Project Development Officer (PDO) and other staff, as required, with grant implementation and monitoring and evaluation.

  • Ensure grant implementation is conducted in full compliance with all relevant requirements and donor regulations, and follow up as needed regarding grant policy guidance and interpretation.

  • Ensure full grant compliance with the policies, practices, and procedures as outlined in the project’s grant “Activity Management Guide.” 

  • Maintain complete and updated grant files in both digital and hard copy format.

  • Prepare monthly financial projections, and actively track the clearance and disbursement rates of grant activities.

  • Coordinate as needed with procurement staff to ensure the timely delivery and proper reception of items procured by the project on behalf of grantees.

  • Prepare and maintain supporting grant documentation in compliance with all applicable requirements, procedures, and best practices. Supporting documentation includes but is not limited to negotiation memorandums, branding and marking plans, required certifications and assurances, vetting and reference checks, and environmental assessments. 

  • In coordination with finance and procurement staff, assess grantee capabilities related to activity implementation and advise them on how to enhance them.

  • Collaborate with M&E manager and team in the design of deep dive M&E assessments of select activities.

  • Other duties as assigned by supervisor.

    Job Qualifications and Requirements:

  • University/Baccalaureate degree required.

  • A minimum of two years of relevant work experience.

  • Demonstrated experience in grant activity management, focused on ensuring that procurement, finance, logistics, and programmatic aspects are implemented on-time and in accordance with the specifications of the approved activity.

  • Experience with NGOs and/or community-based organizations is preferred.

  • An up-to-date understanding and knowledge of political and social conditions in Libya is strongly preferred.

  • Ability/willingness to travel throughout the country on a regular basis.

  • Experience managing grants and/or contracts for international organizations is highly desired.

  • Experience with cash-based activities is preferred.

  • Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.

  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message.

  • Possess creativity and analytical capacity to manage grant compliance issues and assist other staff in ensuring the implementation of grant activities.

  • Good analytical ability and knowledge of project objectives so that the key points of grant implementation can be identified.

  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work are also required.

  • Ability to effectively use computer software including MS Word and Excel.

Fluency in both Arabic and English is required.
