Civil/Geophysist & Construction Engineer

OVERVIEW OF THE POSITION

The Resilience Project (CSR) is an immediate initiative that provides quick rehabilitation of critical infrastructure, and enhances the engagement between the central government and municipalities. The project which is funded by the local Oil Companies will repair light infrastructure within the conflict affected areas to reverse the physical disruption caused by the conflict, and enable the reopening of key services at the municipal level.  It may also support quick recovery of public infrastructure that are critical to the survival of whole communities through rehabilitation and provision of equipment. Through these activities it will also aim to boost the capacity of municipalities.

 

UNDP through the close coordination with the local municipalities will undertake rehabilitation of light public infrastructure destroyed by conflict in Libya.

The Engineer will work in close coordination with the municipality to develop the plan for the borehole drilling, based on geophysical survey of ground water for exploration of water well, which will cover:

 

i) Assessment of the key infrastructure needs, site description and provide estimated time and cost for the borehole

ii) Based on the agreed action plan, draft scope of work, technical specifications, bill of quantities and other required bidding documents for the rehabilitation works and required equipment

 

Review  the hydrological report on the groundwater quantity and quality at the site as well as the suitability of the site to be used for public benefits and on government land with full consultation with the local authorities and ensuring the land is available for the required usage;

 

iii) Review the design of the well including : the exact drilling depth for the borehole and the casing and other formaitons:

 

a. Diametre of borehole

b. Average drilling depth

c. Screen/Casing diameter

d. Water pump installation and type of water pump required with specifications and indicating the potential pumping capacity

e. Underground Hydrological evaluatoin / water analysis and quality to be suitable as per the WHO Guideline for Drining Water Quality

f. Exact location of the site picture or on the map indicating the langitude and longtitude

 

GENERAL FUNCTIONS

Role objective:

- Asess the main infrastructure needs, site description and provide estimated time and cost for the borehole drilling, completion, testing and submersible pump installation.

- Develop scope of works, technical specifications, bill of quantities (BOQ), and other bidding documents for UNDP procurement, detailing the type of company to undertake the drilling job, the anticipated time frame, equipment needed and related costs;

- Respond to any questions from procurement unit on the scope of works, technical specifications and BOQs as well as on the submitted bids

- Assist as expert witness in litigation arising from the development or construction of the project and in bearings before various approving and regulatory agencies.

 

Expected output:

Prepare and complete the required bidding documents for bidding process of UNDP including development scope of work, technical specifications, bill of quantities, cost estimate, and the required equipment   Two weeks To be verified by the Zinatan municipality based on their needs and approved by the Project Manager

This role does not require team management 

 

ESSENTIAL EXPERIENCE

Education:

§  Bachelor's degree in Civil or Geophysical Engineering.

 

Work experience:

§  Minimum of 5 years of demonstrable relevant Engineering – Civil experience.

 

Geographical experience:

§  Minimum of 5 years of experience in Africa with local experience in Zintan - Libya is an advantage.

 

Languages:

§  Fluency in English and Arabic are essential.

- Bachelor Degree in Civil or Geophysical Engineering.

 

Minimum 5 years relevant experience in civil work construction including water well design and construction.

 

- Experience in preparation of BoQ, technical specifications, cost estimate for water well drilling  and well completion.

 

- The project will be implemented  in Zintan, Libya, the engineer shall coordinate with Zintan Municipality travel to the area for short missions to complete the site survey and prepare the required documentation within the stipulated time.

 

- An understanding of and ability to abide by the values of the United Nations.

 

- Awareness and sensitivity in working with people of various cultural and social backgrounds.

 

Other relevant information:

-    Payment to the consultant will be made upon satisfactory completion of the above-mentioned deliverables.
