Qualification Bachelor's degree in preferably in a field related to business administration, management accounting or finance or related academic background.
Sector experience Minimum of 5 years of demonstrable relevant Finance & Accounting experience.
Geographical experience Minimum of 5 years of experience in Africa with local experience in Tripoli, Libya is an advantage.
Language Fluency in English is essential.

Job description

Overview of CTG Global CTG support and manage humanitarian projects in fragile and conflict-affected countries around the world. Overview of position IOM is assisting the provision of health services to vulnerable migrants, especially in the detention centers and at disembarkation points. The activities are usually carried out through implementing partners/s. IOM is in the process of extending these services to more detention centers, with the aim to reach to all detention centers managed by DCIM. At the same time, IOM also extends support to migrants requiring emergency health services on need basis and planning more capacity building activities coordination with stakeholders. For all these activities IOM is required to collect and share data about these activities on daily, weekly, monthly and quarterly basis. The unit would be requiring a full time position to carry out these activities on timely basis. IOM health unit is ion the process of establishing a structure at the field level to support all these activities, and the position is part of that initiative as well. The position is approved under EUTF.
Role objectives Under the overall guidance of the Health Coordinator/ Consultant and direct supervision of and Field Health Coordinator in Libya, the Project Assistant will be responsible for assisting a wide range of issues associated with organization and implementation of the project activities particularly the project reporting , capacity building and coordination components
Expected output Support the Health Unit to Implement the Project activities mainly involving support on overall administrative and financial matters 
Prepare and follow up on outstanding invoices with implementation partners/services providers and keep the record 
Verify invoices and documents submitted by suppliers and services providers 
Prepare the payment request form when necessary 
Ensure all supporting documents and signatures are obtained before finalizing vouchers 
After obtaining appropriate approvals, effect payments to suppliers and staff members 
Ensure all payment are paid on a timely manner 

Ensure files of all financial instructions / guidelines issued are maintained and appropriate internal controls are in place 
Maintain a filing system for vouchers and all other financial documentation 

Coordinate all accounting issues with colleagues in the finance department 
Prepare monthly funding requests for Unit 
Liaise with the implementation partners on financial matters ensuring that the charges are correctly invoiced/billed and orderly reflected in the payment documents 
Coordinate with finance unit to minimize or eliminate pending payment 
Prepare financial reports of implemented activities 
Support the Health Unit to liaise on a regular basis with the government of Libya as necessary and other designated agencies and authorities in order to maintain strong and consultative relationship with relevant local regional and national government officials departments 
Support the coordination and communication with IOM partners from non-governmental organization and civil society Organizations 
Support in the implementation and general coordination of the project activities with the relevant government ministries in Libya 
Provide logistic support in organizing the project activities such as meeting, workshop, training or study tour; and perform such other duties as may be assigned. 
Ensure the confidentiality of all information acquired during the course of duties 
Undertake duty travels as required 
Undertake other related duties as assigned

Project reporting Report to the Field Health Coordinator
Key competencies Bachelor degree preferably in a field related to business administration, management accounting or finance or related academic background, combined with at least five years of relevant field experience 
Experience in working within international development and local NGO sector desirable 
Previous experience with an international Organization and NGOs dealing with refugees /migrants/IDPs would be a strong advantage 
Experience in working or liaising with government or civil entities desirable 
Strong organizational skills, a proven ability to establish priorities and plans, and an ability to work independently, and show leadership and initiative within a team environment are necessary 
Strong familiarity with MS Office applications 
Ability to pay close attention to details and work with minimal supervision 
Ability to work under pressure and meet deadlines 
Ability to work effectively and harmoniously with a team of colleagues 
Able to set in an internal record tracking 
Experience in communication and working with a wide range of people including people of culturally diverse background
Team management
This role does not require team management
