Mechanical Engineer

OVERVIEW OF THE POSITION

The Stabilization Facility for Libya (SFL) is an immediate stabilization initiative that provides quick rehabilitation of critical infrastructure, and enhances the engagement between the central government and municipalities. The Stabilization Facility will repair light infrastructure within the conflict affected areas to reverse the physical disruption caused by the conflict, and enable the reopening of key services at the municipal level.  It may also support quick recovery of businesses that are critical to the survival of whole communities through rehabilitation and provision of equipment.

 

The Stabilization Facility will undertake rehabilitation of light infrastructure and critical businesses destroyed by conflict in East, West and South Libya.

 

The project will support the following types of infrastructure rehabilitation:

§  key public infrastructure including clinics, hospitals, schools and police stations and government buildings;

§  rehabilitation of waste water treatment facilities, and water networks;

§  rehabilitation of power stations, electricity networks, power grids and other destroyed electricity infrastructure;

§  Rehabilitation of roads and bridges;

§  Rehabilitation of small businesses that are critical to the community (e.g. bakeries).

The project will also require provision of equipment that will complement the works, including:

§  Provision of equipment including alternative electricity sources.

§  Provision of equipment to small businesses being rehabilitated.

 

GENERAL FUNCTIONS

Role objective:

§  To support supervising contractor’s performance and provide advice on the implementation of the mechanical /electromechanical works and equipment incorporated in the rehabilitation of in the ongoing Kikla hospital project in Kikla-Libya.

§  To provide feedback and advise for UNDP engineers and procurement during preparation of BoQs, cost estimates, and specifications for the mechanical/ electromechanical works and the supply of equipment for new projects implemented by UNDP in other municipalities in Libya.

§  To support and provide relevant technical advice to engineering and procurement at UNDP office in Tunis during the bids evaluations.

 

Expected output:

The mechanical engineer will be perform the following tasks:

 

Technical tasks:

 

A) The Mechanical Engineer will perform supervision tasks for the implementation of the mechanical works incorporated in the rehabilitation of Kikla hospital project in Kikla- Libya, which shall include the following:

§  Support UNDP field engineer in supervising contractor’s performance during the implementation of the mechanical activities incorporated in the project, to ensure that the mechanical works are implemented in accordance Contract Documents and the relevant applicable Standards.

§  Check and review material submittals and for works and the equipment to ensure the compliance with designs and specification.

§  Check and review the shop-drawings and as-built drawings submitted by contractors.

§  Assists in checking the Contractor’s works, notify the Contractor of any defects found with regards to the quality of the workmanship, material and equipment incorporated in the project construction.

§  Review the Contractor’s work schedules and updates thereof; closely monitor the work progress and project budget to ensure compliance with the project duration and cost.

§  Check and certify contractor’s invoices for the successfully completed works, and record the measurements of the executed mechanical works.

B) Upon the requests of the Project Manager, in coordination with the Engineering Specialist and procurement unit in Tunis office, the Mechanical Engineer shall assist in preparation of tender documents (mechanical designs, bill of quantities, cost estimate and technical specifications and bid evaluations), and provide advice on any matter pertaining to the implementation of the mechanical works, and supply of equipment, and good supply being implemented by UNDP in different sites in Libya. Administrative tasks:

§  Aware of the UNDP mandate and represents the institution at all times.

§  Maintain a filing system for projects, instructions, measured quantities of work.

§  Prepare monthly progress reports.

§  Provide a written report on any contractor claim and/or variation of orders.

§  Participate in preparing written snag lists for final project handover

§  Under the guidance and supervision of Project Manager, the consultant will work with project team in all aspects of the procurement of the Mechanical Works and construction implementation in the Country Office. The Consultant is the responsible officer for quality assurance and quality control on implementation of mechanical activities, and for measuring and certifying contractor’s payments for the completed works.

ESSENTIAL EXPERIENCE

Education:

§  Bachelor's degree in Mechanical Engineering/electromechanical from accredited university..

 

Work experience:

§  Minimum of 7 years of demonstrable relevant Engineering – Mechanical experience.

 

Geographical experience:

§  Minimum of 7 years of experience in Africa with local experience in Kikla, Libya is an advantage.

 

Languages:

§  Fluency in English and Arabic are essential.

 

 

Key competencies:

Mechanical/electromechanical Technical Engineering – Competence in costing, Quick Impact infrastructure development, monitoring of construction and rehabilitation works, Environmental Impact Assessment (EIA), international procurement and contracting on infrastructure development, etc. Good command of MS Office applications (Word, Excel, Power Point, MS Project

Ability and readiness to work in hardship duty stations, with very limited infrastructural facilities, is a must.

 

Qualifications:

§  B.Sc. degree in Mechanical Engineering/electromechanical from accredited university.

§  Minimum 7 (Seven) years’ experience as mechanical/electromechanical engineer.

§  Demonstrated experience in implementation of mechanical activities in similar hospital/building projects.

§  Ability to analyse a situation and produce structured reports.

§  Excellent interpersonal skills and ability to establish effective working relations in a team environment.

§  Organizational and managerial skills, ability to communicate / negotiate.

§  Self-disciplined with strong ethics.

§  Ability to work independently and to take initiatives

§  Membership in the relevant Engineers Associations

§  Fluency in English and Arabic are a necessary requirement

 The consultancy will be based in Kikla, where rehabilitation of Kikla hospital is currently implemented.
