Structural Engineer

Overview of position The Stabilization Facility for Libya aims to bridge the critical period of transition from initial period of humanitarian relief towards mid-and long-term structural and sector-specific support. It will include time bound quick interventions at the municipality level that seek to enhance the legitimacy of the GNA within the Libyan population through provision of concrete improvements and peace dividends at the community level through rehabilitation of critical infrastructure, building the capacity of local authorities to address the needs of their population, and enhancing local mediation and conflict resolution capacities and processes. The Stabilization Facility will be Libyan led, with the Prime Minister or his representative chairing the board jointly with the Deputy Special Representative of the Secretary General, and the activities being implemented in cooperation with Libyan local authorities. The stabilization activities will be guided by quick needs assessments and consultations with local authorities and other relevant local stakeholders, such as civil society organizations, representatives of line ministries and relevant stakeholders. The Facility will be initially limited to specific localities depending on available funding, but must be scalable to encompass the entire state territory.
Role objectives The Stabilization Facility is an immediate stabilization initiative that provides quick rehabilitation of critical infrastructure and enhances the engagement between the central government and municipalities. The Stabilization Facility will repair light infrastructure within the conflict affected areas to reverse the physical disruption caused by the conflict and enable the reopening of key services at the municipal level. It may also support quick recovery of businesses that are critical to the survival of whole communities through rehabilitation and provision of equipment. Through these activities it will also aim to boost the capacity of municipalities. 

The SFL will undertake rehabilitation of light infrastructure and critical businesses destroyed by conflict in East, West and South Libya. It has recently been asked to address the needs of Sirte, and the SFL board has agreed that it should rehabilitate the identified damaged infrastructure and public buildings in the Sirte municipality area. 

Sirte has been severely affected by conflict, over a period of six years. The municipality has identified certain infrastructures and public buildings and asked the SFL to repair them. Some of the buildings have been in the front line and have sustained combat damage from a variety of light and heavy weapons. UNDP will repair only slightly and moderately damaged structures which are structurally stable and economic to rehabilitate. 

The Structural Engineer will be responsible for the structural damage assessment of all the identified buildings and infrastructure and (s)he will submit a structural damage assessment report to UNDP with recommendations.
Expected output The required assignment shall be carried out in two stages: 

Stage 1: 
- The Engineer shall conduct field investigation for damages in all building sites listed in Annexe 1 to identify the extent and degree of damages in each building, paying particular attention to the risks of structural damage or instability arising from impact, shock, vibration or detonation of ordnance. 
- The Engineer shall submit an initial preliminary report listing types of damage and distinguishing buildings which are structurally affected, requiring special remedial treatment, from those which are structurally stable, safe and economically repairable. 
- The Engineer shall recommend for UNDP intervention only those buildings which are structurally stable, safe and economically repairable. 

Stage 2: 
- The Engineer shall analyse the extent of the structural damage, in each of the structurally affected building and advise on the method of repair for the affected structures. 
- Where special repair treatment is essential, the Engineer will describe the appropriate method, with a brief description for the specific case. 
- The Engineer will advise what alternatives are safe and appropriate, if the building is structurally damaged or unsafe, or not economically repairable.
Project reporting This role reports to the Project Manager of SFL.

Required Skills & Experience: 

Education: 
- Master’s Degree in Structural Engineering. 

Experience: 
- Minimum of 11 years of practical experience, including in damage assessment of structurally affected buildings. 
- Minimum 3-year experience in special treatment for multi-story concrete structures 
- Proven ability to work with multi-disciplinary teams and liaison with authorities. 
- Fluency in English and Arabic required. 

OR 

Education: 
- Bachelor’s Degree in Structural Engineering. 

Experience: 
- Minimum of 13 years of practical experience, including in damage assessment of structurally affected buildings. 
- Minimum 3-year experience in special treatment for multi-story concrete structures. 
- Proven ability to work with multi-disciplinary teams and liaison with authorities. 
- Fluency in English and Arabic required. 

Other Attributes: 
- An understanding of and ability to abide by the values of the UN. 
- Awareness and sensitivity in working with people of various cultural and social backgrounds.
