GLOBAL OBJECTIVE OF THE POSITION

 

By delegation and under supervision of the Project Manager, the Deputy Project Manager, will be responsible for:

-        Direct management and monitoring of Misurata project activities and implementation.

-       Direct management of Misurata project staff

-       Effective qualitative and quantitative reporting of Misurata project activities and outcomes

 

RESPONSIBILITIES

 

Working under the overall responsibility of the Head of Mission (HoM), and directly under the supervision of the Project Manager (PM), the Deputy Project Manager (DPM) will provide close support to the PM in the planning, implementation and reporting of project activities. Specific tasks include:

 

1.   Project/Partnership Management

Participate in the identification and project (s) design and strategies in collaboration with the Project Manager.

·         Participate in the definition of the methodologies to be used in the project and to develop the required supporting tools.

·         Ensure proper application of the methodology in the context of the project and the proper use of the developed media tools.

·         Support the PM in the performance review of the various stages of the project cycle (needs assessment, planning, implementation, monitoring and evaluation indicators and adjustment / timetable of activities).

·         Ensure the monitoring of project activities, their timely conduction and conformity with the set objectives.

·         Ensure the respect of HI’s quality standards in terms of the identified tools and methodology.

·         Support PM in compiling internal weekly and monthly reports and/or as requested by PM.

·         Compile information from all concerned project staff for internal and external activity reports (progress reports, surveys, communication materials, sitrep, donor reports, etc).

·         Contribute to the definition and implementation of contractual arrangements with partners necessary for the implementation of the project, to be validated by the HoM.

·         Support in the management of team training and staff meetings, both nationally and internationally as required throughout the project cycle.

·         As required, contribute to the coordination of the annual program of activities, workshops and events including determining dates, sourcing speakers, creating agendas, ensuring the availability of workshop materials and providing event reports.

·         Keep up to date with security planning through regular communication with both PM and Security Focal Point. Ensure project team movements are in line with security procedures and in accordance with planning.

·         Represent Handicap International at relevant meetings, trainings, workshops, conferences and other events , as directed by the PM.

·         Maintain a positive image of Handicap international at all times and in all circumstances.

·         Alert the PM of any issues or anticipated delays in project implementation and propose mitigation measures.

 

2.   Finance

·         Participate in budget monitoring with the PM and track teams direct expenses, as required by the support services department.

·         Support the PM in identifying funding needs.

·         Anticipate changes that would require adjustments to the project budget, and convey the proposed modifications to the PM.

3.   Logistics

·         Identify team and partners equipment and services needs for the project team, and convey those needs to the support services department and PM.

·         Coordinate with the PM to ensure that all required supplies are provided in time for the successful and timely delivery of activities.

·         Ensure that procedures and internal logistics are followed by the project team and by the partners.

·         Support Logistics team and PM in maintaining and updating inventory of materials and equipment as required

·         Supervise the proper use of equipment and other resources within the project and by partners.

 

 

 

4.   Human Resources

·         Participate in various stages of recruitment in collaboration with the support services department as required (job profiles, tests, interviews and selection).

·         Identify additional staff training needs and assist in the development and delivery of in-house training where appropriate.

·         Develop Individual Action Plans and set objectives for each team member under direct line management and ensure that all staff receives regular supervision and performance management.

·         Contribute to the planning, preparation and delivery of project team meetings.

·         With the support services department, ensure that personnel record keeping systems are maintained and monitored, including staff quotas, records of sickness/absences and annual leave, and other records as necessary.

·         Ensure security and safety procedures are followed by project staff as outlined by the Project Manager, and report any incidents or violations following the HI security protocol.

 

Note: The DPM  will be requested to remain very flexible, to respond to additional tasks or changes as identified by line management.

 

HIERARCHICAL RELATIONSHIPS

 

Line manager: Project Manager (based in Tripoli).

 

Line manager +1: Technical Advisor (TA, based in Tunis)

 

 

 

 

 

FUNCTIONAL RELATIONSHIPS

 

The DPM will work closely with HI Outreach Teams (each consisting of one Social worker and one Physical Therapist) and collaborate with local stakeholders and partners (where applicable) to ensure project outputs are of the highest quality and that expected results are achieved in a timely and efficient manner.

 

REQUIRED PROFILE

 

The successful applicant must meet the following requirements:

 

Knowledge and experience

-       Knowledge of project management and planning tools, ideally within an NGO setting

-       Experience in Rehabilitation project

-       Experience of leading a team, motivating and directing team members

-       Experience in developing communications and awareness raising materials

-       Experience in community work and participatory approaches, and good knowledge of advocacy/ community mobilization methods and tools

 

 

 

Skills

 

-       Excellent spoken and written English

-       Ability to mobilize and motivate a team to achieve common goals

-       Ability to develop productive working relationships with colleagues, partners, local authorities and other stakeholders

-       Ability to delegate and a high level of autonomy

-       Ability to anticipate risks and opportunities

-       Good organizational skills and ability to prioritize workload

-       Report writing, data interpretation and analytical skills

-       Good decision making capacity and ability to work under pressure

-       Excellent communication skills and ability to convey positioning and values of the organization
