OVERVIEW OF THE POSITION

The United Nations Support Mission in Libya (UNSMIL) is tasked with assisting the Libyan authorities in restoring public security and the rule of law, promoting inclusive political dialogue and national reconciliation, and in assisting them to embark on the drafting of a new constitution and on laying the foundation for elections.  In accordance with its mandate UNSMIL will assist Libyan authorities and institutions resulting from the Libyan Political Agreement (LPA), through technical advice and assistance to conduct a participatory, transparent, fair, inclusive and nationally owned and led reconciliation process.

 

In line with its mandate, the priorities laid down in its work plan and in keeping with the provisions of the LPA, UNSMIL and UNDP will support stakeholders to come up with a reference document with options for developing a national reconciliation strategy. The document would inform future strategy and planning purposes in matters related to national reconciliation, as part of the 18 months Peacebuilding Fund supported project.

 

The document will be in line with the UN guiding principles on transitional justice, which include transparency, inclusiveness, accountability, and respect for local customs. The UN institutional support on reconciliation should thus focus on strengthening national efforts, including through capacity-building workshops and sharing of comparative experiences, in order to conceptualize and design an inclusive and comprehensive national reconciliation strategy, as well as program including its operationalization timeline.

 

As national ownership and independence is critical to the success of any reconciliation process, and in follow-up to the September 2016 and January 2017 experts meetings on reconciliation and the recommendations emanating from them, as well as from the May 2017 consultation on youth and reconciliation, UNSMIL and UNDP will be facilitating a follow-up thematic meeting with youth in order to promote their full inclusion and participation in the national reconciliation process, including through the elaboration of a national reconciliation framework and strategy. In particular, the thematic meeting will aim at supporting these youth in elaborating project proposals for grants applications

 

GENERAL FUNCTIONS

Role objective:

The consultant will provide advice and practical support to UNSMIL and UNDP in their task of assisting the Libyan authorities, local actors, youth and civil society organizations to design a strategy and implement a national reconciliation process ensuring a nationally owned and led process emphasizing participation, inclusiveness, accountability and transparency.

 

In particular, the consultant will assist the project in ensuring that the national reconciliation strategy fully includes the rights and concerns of youth.

 

Under the overall strategic guidance of the Country Director, and the Director of the Political Division of UNSMIL, and the day-to-day supervision of UNDP Project Manager, the expert will assist the mission in its task of providing technical assistance on the national reconciliation process, through his/her participation in the preparation, facilitation and follow-up on a thematic meeting on youth to be organized in Tripoli in August 2017.

 

The thematic meeting will focused on the main factors of conflict in Libya today and develop targeted projects to address these through youth activism, focusing particularly on militias, tribes and national identity. The consultant will assist the participants in developing their projects both from a substantial and technical perspective, in order to enable them to be submitted to international grant applications.

 

Expected output:

The expert’s technical assistance outputs will be expected to adhere to the UN Secretary General’s Guidance Note on Transitional Justice, which emphasizes that UN support in the area of reconciliation should promote transparent, inclusive, participatory and nationally owned and led processes appropriate to the local context. It will also adhere to the UN Security Council Resolution 2250 on the inclusion of youth in peace and security.

Specifically, the expert will provide the following outputs:

 

- Preparing the various modules for the thematic meeting.

- Assisting the participants in elaborating the concept note, objectives, budget and timeline of their respective projects.

- Full attendance and facilitation of the meeting from 21-23 August in Tripoli.

- Technical assistance and follow-up on the results from the meeting, including assistance to participants on finalizing their projects development.

- Final report on the meeting.

Deliverables:   Facilitation support during the meeting, contact with participants, animation of the working groups -  Time Frame:      Days 10-13

 

Deliverables:    Provision of technical advice on the meetings results, drafting of the final report and follow-up assistance with participants on project/initiative development - Time Frame:  Days 13-21

 

 

 

Performance indicators:

- Preparation of the concept note, agenda, modules and training is done in consultation with the project team and in line with the project’s goals.

- Full facilitation during the consultation with an emphasis on inclusiveness, participation, accountability and transparency.

- Inputs and recommendations on the drafting of a national reconciliation strategy that would fully include youth concerns and needs, based on the conclusions of the workshop and outcomes of the group discussions.

- Support to the elaboration of the three youth projects and effective follow-up after the meeting.

- Inputs and recommendations to UNSMIL on future support and technical assistance to youth actors on national reconciliation and potential support, in particular with regards to the national network of youth for national reconciliation.

Reporting to UNDP Project Manager

 

Team management:

This role doesn't require field management

 

ESSENTIAL EXPERIENCE

Education:

§  Bachelor's degree in in humanities, social sciences, political science, arts, or any related areas.

 

Work experience:

§  Minimum of 3 years of demonstrable relevant Social Development experience and/or minimum of 3 years of demonstrable relevant Training experience.

 

Geographical experience:

§  Minimum of 3 years of experience in Africa with local experience in Tripoli, Libya is an advantage.

 

Languages:

§  Fluency in English (desirable) and Arabic ().

 

 

Key competencies:

Qualifications

- BA qualification in humanities, social sciences, political science, arts, or any related areas.

- Relevant experience can be accepted instead of the degree.

- Membership to a registered national civil society organization.

- Fluency in English (both oral and written) is preferred;

- Fluency in Arabic (both oral and written).

 

Experience

 

- A minimum of 3 years of experience working with a civil society organization in Libya.

- Knowledge of issues relating to mediation and/or dialogue processes and reconciliation.

- Demonstrated experience in facilitating and supporting trainings and meetings on topics related to youth participation, peace, security and reconciliation.

- Demonstrated experience in developing projects and facilitating trainings on project development and proposals for or in partnership with international organizations.

- Proven advisory experience and track record of engaging with young stakeholders regarding national reconciliation, conflict resolution, peaceful dialogue, or topics related.

- Proven intellectual and practical capacity to understand and interpret national and local development and political issues, particularly in recovery situation/post crisis settings.

- Track records of facilitation skills.

- Proven records of writing skills, including preferably in English.

- Excellent drafting and formulation skills.
